ԱԺ արտահերթ նիստ. քվեարկության կդրվեն մի շարք կարևոր նախագծեր

Ազգային ժողովում մեկնարկել է կառավարության հրավիրած արտահերթ նստաշրջանի հերթական նիստը:«Արմենպրես»-ի հաղորդմամբ՝ գրանցվել է 107 պատգամավոր: Նիստի մեկնարկին նախ քվեարկության կդրվեն նախորդ օրը քննարկված հարցերը:

Նոյեմբերի 11-ի նիստում պատգամավորները շարունակել են առաջին ընթերցմամբ քննարկել «ՀՀ դատական օրենսգրքում փոփոխություններ կատարելու մասին» օրինագիծը, որով առաջարկվում է ավելացնել Երեւան քաղաքի Արաբկիր եւ Քանաքեռ-Զեյթուն, ինչպես նաեւ` Աջափնյակ եւ Դավթաշեն վարչական շրջանների ընդհանուր իրավասության դատարաններում դատավորների թվակազմը:

ՀՀ ֆինանսների նախարարի տեղակալ Վախթանգ Միրումյանը ներկայացրել է «Հարկերի մասին» ՀՀ oրենքում լրացում կատարելու մասին» օրենքի նախագիծը:  Ֆինանսների փոխնախարարի տեղեկացմամբ՝ նախագծով առաջարկվում է, որպեսզի Հայաստանի տարբեր մարզերում գործող եւ հյուրանոցային ծառայություններ մատուցող զբոսաշրջային տները հնարավորություն ունենան զբաղվելու ընտանեկան ձեռնարկատիրությամբ: Առաջարկվում է այդ գործունեությունը եւս համարել ընտանեկան ձեռնարկատիրություն եւ ազատել պետական հարկերից:

Խորհրդարանականներն առաջին ընթերցմամբ քննարկել են «Հարկերի մասին» ՀՀ օրենքում փոփոխություններ եւ լրացումներ կատարելու մասին» եւ դրանով պայմանավորված մի շարք օրենքներում փոփոխություններ նախատեսող օրինագծերի փաթեթը: ՝ Նախագծերի փաթեթով կարգավորվում եւ պարզեցվում է հարկ վճարողների կողմից պետական բյուջեի հանդեպ պարտավորությունների կատարման գործընթացը, կրճատվում են պետական բյուջեից հարկ վճարողների գումարների հետ վերադարձման ժամկետները, գումարների վերադարձման հետ կապված պահանջվող փաստաթղթերը, հստակեցվում են պարտավորութ յունների հաշվառման կարգն ու ժամկետները:

Առաջին ընթերցմամբ խորհրդարանը քննարկել է «Սահմանամերձ գյուղական համայնքներում իրականացվող գործունեությունը հարկերից ազատելու մասին» ՀՀ օրենքում փոփոխություններ եւ լրացումներ կատարելու մասին» օրենքի նախագիծը, որը ներկայացրել է ՀՀ էկոնոմիկայի նախարարի տեղակալ Էմիլ Տարասյանը: Նրա տեղեկացմամբ՝ նախագծով առաջարկվում է արտոնություններից օգտվելու հնարավորություն տալ նաեւ սահմանամերձ քաղաքային համայնքներին:

Խորհրդարանականներն այնուհետեւ առաջին ընթերցմամբ քննարկել են «Դրամարկղային գործառնությունների մասին» ՀՀ օրենքում փոփոխություն կատարելու մասին» օրենքի նախագիծը,  «ՀՀ վարչատարածքային բաժանման մասին» ՀՀ օրենքում փոփոխություններ եւ լրացումներ կատարելու մասին», «Տեղական ինքնակառավարման մասին» ՀՀ օրենքում փոփոխություններ եւ լրացումներ կատարելու մասին» եւ դրան կից օրինագծերի փաթեթը: Հարցի քննարկումը կշարունակվի նոյեմբերի 12-ի նիստում:
