«Փաստ» օրաթերթը գրում է.

Իշխանության՝ ժողովրդին պատկանելու մասին խոսակցությունները հատկապես մոդայիկ էին իշխանափոխությունից առաջ: Ի թիվս այլ, համարյա թե միֆականացված ձևակերպումների, այս ձևակերպումը՝ հղում անելով Սահմանադրությանը, նպատակ ուներ նախորդ իշխանություններին հակառակ հայտարարել, որ իշխանությունը չի կարող պատկանել միայն նեղ խմբի: Համաժողովրդական շարժման արդյունքում արձանագրված իշխանափոխությունից հետո հայտնի ձևակերպումն այլ իմաստներ ստացավ՝ դառնալով նոր իշխանությունների հռետորաբանության անբաժան մաս:

Ցավոք, սակայն, այդ սահմանադրական ձևակերպման քաղաքական մեկնաբանությունների չափաբաժնի չարաշահումը բերեց մի իրավիճակի, երբ այդ ձևակերպումը դարձավ քաղաքական ու քաղաքացիական տրամաբանություն, սակայն խեղված տարբերակով: Բավական բազմաշերտ այդ ձևակերպումը հնարավորինս պարզունակ մեկնաբանություն և ընկալում ստացավ, չափազանց շատ ուղիղ իմաստ, առանց, օրինակ, բացատրելու,որ իշխանության իրավունքը ժողովուրդն իրացնում է ընտրությունների ու ներկայացուցչական դեմոկրատիայի, պետական ինստիտուտների միջոցով: 

Քաղաքական նպատակահարմարությունից ելնելով՝ թե՛ նախկինում, թե՛ հիմա Սահմանադրությունից կտրվեց և դրոշակ դարձավ միայն մեկ արտահայտություն: Արդյունքում ունենք այն, ինչ ունենք: Առանց այդ էլ հայաստանյան հասարակությունը իշխանությունից ու պետությունից ուներ ահռելի սպասելիքներ ու հենց դրանց էր արտոնել իր բոլոր սպասելիքները, հաջողություններն ու ձախողումները: Հիմա, երբ իշխանության՝ ժողովրդին պատկանելու պարզեցված թեզը դարձել է գերակա, իշխանության և ժողովրդի միջև որևէ սահման վերացել է: Ավելի ճիշտ կլինի տիրող վիճակը ձևակերպել այսպես՝ իշխանությունն ու ժողովուրդը նույնացել են այլևս, հետևաբար ժողովուրդը իրեն պահում է իշխանության պես: Այլ կերպ չի կարելի բացատրել Երևանի փողոցներում տիրող իրավիճակն ու այն կեղծ հպարտությունը, որով հասարակ քաղաքացիները սկսել են հարաբերվել պետության հետ, ընդհուպ մինչև իրենց իսկ կողմից ընտրված իշխանության երաշխավորության տակ գտնվող դատարանների կայացրած որոշումների հանդեպ:
