ՀՀ ոստիկանապետ Վալերիյ Օսիպյանը Azatutyun.am-ի ֆեյսբուքյան ասուլիսին նշեց, որ գողությունների, մասնավորապես՝ բնակարանային գողությունների աճ գրանցվել է, բայց թույլատրելի նորմերի մեջ է, դինամիկ աճ է, որը վերահսկվում է:

Նա նշեց, որ դա մի քանի գործոնով է պայմանավորված, և նախ նկատեց, որ համաներումով պայմանավորված կան կրկնահանցագործություններ:

«Հանցավորության աճը պայմանավորված է նրանով, որ քաղաքացին վստահություն ունի դեպի ոստիկանությունը, Կառավարությունը և անգամ մանրուքի համար դիմում է, այսինքն՝ դիմելիությունն է աճել: Բացի դրանից, ոստիկանությունում արատավոր պրակտիկա կար թաքցնելու հանցագործությունները, քանի որ  տվյալ ստորաբաժանման ղեկավարը մտահոգված էր իր ցուցանիշների համար, որ իր վրա չխոսեն, ծառայողական քննություններ չլինեն: Ես կարող եմ մինչև տարվա վերջ ցույց տալ այնպիսի ցուցանիշներ, որ հանրությունը կզարմանա, որ նվազել են գողությունները, բացահայտումներն են աճել, բայց ես դա համարում եմ անթույլատրելի»,- ասաց նա:

Մասնավորապես, փոխոստիկանապետի տունը թալանելու վերաբերյալ ոստիկանապետն ասաց, որ թեև չի արդարանում, սակայն նախկինում եղել են դեպքեր, որ է՛լ ավելի բարձրաստիճան պաշտոնյաների բնակարաններ են թալանվել: «Բայց տեսե՛ք՝ ապացույցն է, որ ոստիկանը ձեզանից մեկն է, քաղաքացիներից մեկն է, այսինքն՝ այնպես չէ, որ ամեն մի ոստիկանի բնակարանի մոտ հավելյալ պահակակետ լինի: Հանցագործի համար ի՞նչ կապ ունի, թե ում բնակարանն է»,- ասաց նա և նկատեց, որ նախկինում նախագահի եղբոր  բնակարանը, վարչության պետի բնակարանը թալանվել են:

Հարցին, թե երբ է իրեն գեներալի կոչում տրվելու, Վալերիյ Օսիպյանը նշեց, որ գեներալի կոչումը շնորհվում է նախագահի կողմից, վարչապետի առաջարկությամբ: «Մոտ ինը տարի ես գնդապետ եմ և չեմ կարող ասել, թե երբ եմ ստանալու, թույլ տվեք կարծիք չհայտնել քանի որ ինձ հետ է կապված»,- ասաց նա:

Ինչ վերաբերում է Արտակարգ իրավիճակների նախարարության և ոստիկանության միավորման առաջարկին, նա ասաց, որ չի կարող ասել՝ ինչպես կլինի այդ միացումը, բայց կարող է և իր բացասական կողմն էլ ունենալ:

«Երբ այդ քննարկումները լինեն, ես իմ տեսակետը կարտահայտեմ»,- ասաց նա:

Անդրադառնալով հարցին, թե չգիտի՞, որ Գագիկ Ծառուկյանը թիկնազորով է շրջում, Վալերիյ Օսիպյանը այսպես պատասխանեց, որ հիմա` ոչ: «Նախքան ասֆալտին փռելը մենք կանխարգելիք աշխատանքներ ենք տանում, կա համապատասխան հանձնարարական, ով կընդունի, կընդունի, և մենք սկսելու ենք այդ գործընթացը: Եթե որևէ մեկը երկրորդ մեքենայով հայտնվի, իհարկե, ժողովրդի ասած, կփռենք ասֆալտին: Ով ուզում է լինի, բոլորին զգուշացված է»,- ասաց նա:
