Իշխանությունը՝ Postfactum ռեժիմում. «Փաստ»
ANALYSIS«Փաստ» օրաթերթը գրում է.
Արդեն առիթ ունեցել ենք խոսելու, որ նոր իշխանությունները՝ արտաքուստ չունենալով որևէ խնդիր թափանցիկ աշխատելաոճի հետ, ըստ էության, աշխատում են ոչ թե թափանցիկ, այլ հետգրության, ուշացած պարզաբանումների ֆորմատով: Ընդ որում, առիթը կարող է լինել տարբեր՝ արցախյան խնդիր, խորհրդականի նշանակում, տոնածառի գնում, քաղաքապետարանի բյուջե, օպտիմալացման պատճառներ և այլն:
Արվում է որևէ քայլ, ընդունվում է որոշում կամ գցվում են «սլիվներ», այնուհետ, հասարակական որոշակի դժկամ արձագանքներից հետո սկսում են տրվել ուշացած պարզաբանումներ: Իշխանության ներկա վարկանիշն, իհարկե, մեղմում է հնարավոր դժգոհությունների ալիքը: Մյուս կողմից էլ՝ լինելով ֆեյսբուքյան հարթակի ակտիվ ներկայացուցիչներ՝ դժգոհության դրսևորումները ամեն դեպքում արագ են տեղ հասնում և արձագանքն էլ արագ է լինում: Բայց մշտապես հետահայաց կերպով:
Թափանցիկության մեխանիզմների ներդրման ուղղությամբ առայժմ այս պահին որևէ բան արված չէ: Բացի նախորդ իշխանությունների հետ համեմատվելուց, վերջիններիս ներփակ և կուլիսային էությունը մեջբերելուց, սեփական թափանցիկ աշխատանքի ուղղությամբ որևէ քայլ արված չէ:
Ընդ որում, երբ ասում ենք թափանցիկություն, նկատի չունենք ինֆորմացիայի չոր ու միագիծ ներկայացումը: Խոսքը մեկնաբանման մասին է: Օրինակ, այժմ քննարկվում է կառավարության կառուցվածքի փոփոխությունների նախագիծ, ըստ որի որոշ գերատեսչություններ օպտիմալացվելու են: Թե ինչո՞ւ, ի՞նչ քաղաքականությամբ է դա հիմնավորվում, օպտիմալացման արդյունքում քանի՞ հոգի է մնալու գործազուրկ, գործազուրկ մնացողներից խնայված գումարները ծառայելու են հանուն ինչի՞, անհայտ է: Անհայտ էր գոնե մինչև բողոքի ակցիաներն ու գործադուլները:
Տպավորություն է ստեղծվում, թե ժողովրդի իշխանությունը կարծիք ունի, որ իր քայլերը առանց մեկնաբանման էլ հասկանալի ու ընդունելի են նույն այդ ժողովրդին ու որ հավել յալ մեկնաբանման կարիք չկա: Այնինչ, ինչպես ցույց է տալիս վերջին շրջանում հաճախակիացող տարատեսակ դժգոհությունների շարքը, մեկնաբանման կարիք կա: Լավ կլինի այդ կարիքը արձանագրվի հիմա, երբ դեռ կա ահռելի վարկանիշ, որովհետև ժամանակի հետ թափանցիկության բացակայությունը քայքայելու է այդ վարկանիշը:
