Իշխանության ներկայացուցիչները վերջին շրջանում բավական քիչ են հայտնվում հանրության ուշադրության կենտրոնում: Ակնհայտ է, որ նրանք զբաղված են մի կողմից կառավարության նոր կազմն ու կառուցվածքային փոփոխությունները քննարկելով, մյուս կողմից էլ ունեն խնդիր որոշելու ԱԺ խմբակցության կազմը, խմբակցության ղեկավարի, քարտուղարի, հանձնաժողովների նախագահների,ինչպես նաև ԱԺ նախագահի և փոխխոսնակների թեկնածուների հարցը: 

Նոր կառավարության և ԱԺ ղեկավար պաշտոնների կազմերը, ըստ այդմ, հետաքրքիր ազդակ կարող են դառնալ, թե ինչպիսին է իշխանության ներսում ուժերի վերաբաշխման մոտեցումը: Արդեն կան ազդակներ, որ շատերը նախընտրում են հեռանալ գործադիրից ու տեղ գտնել ԱԺ– ում: Պատճառները տարբեր են. մի դեպքում ԱԺ–ում լինելը ապահովում է ավելի շատ տեսանելիություն և փառք: Մեկ այլ դեպքում ԱԺ–ի աշխատանքային ռեժիմն ավելի թեթև է, քան գործադիրում: Կա նաև պատասխանատվության գործոնը, որը գործադիրում ակնհայտորեն ավելի մեծ է, քան ԱԺ–ում:

Մյուս կողմից էլ չմոռանանք, որ մենք խորհրդարանական երկիր ենք, ու խորհրդարանը, ըստ այդմ, ունի ոչ պակաս պատասխանատվության բաժին, գոնե ֆորմալ իմաստով: Այսինքն, եթե խորհրդարանի խմբակցությունը չկազմվի բացառապես քաղաքական թիմին տեղավորելու սկզբունքով, այլ դրվեն հստակ քաղաքական առաջնահերթություններ, գուցեև պարզվի, որ խորհրդարանում անելիքները գործադիրից պակաս չեն: 

Հետևաբար պետք է ուշադիր լինել ոչ միայն այն հանգամանքին, թե ովքեր կհայտնվեն գործադիրում, իսկ ովքեր ԱԺ– ում, այլ թե ինչպիսի դերակատարություն է վստահելու ԱԺ խմբակցությանը իշխանության քաղաքական վերնախավը, վերաբերվելու է որպես պարզապես գործադիրի նախաձեռնությունները դակողի, թե՞ ինքնուրույն օրակարգ ունեցող մարմնի:
