Հնդկական միգրացիա Հայաստանում. «Փաստ»
ANALYSIS«Փաստ» օրաթերթը գրում է.
Վերջին շրջանում նկատվում է որոշակի դժգոհություն Հայաստան ժամանող Հնդկաստանի քաղաքացիների հոսքի կապակցությամբ: Բանն այն է, որ վերջին երկու տարիներին, իսկ այս տարի հատկապես, Հայաստանում հնդկական սերիալներից զատ նկատելիորեն աճել են Հնդկաստանից եկողները, հիմնականում երիտասարդները, որոնք գալիս են Հայաստան ոչ թե ուսման նպատակով, ինչպես նախկինում, այլ որպես զբոսաշրջիկ կամ տարանցիկ եղանակներով Հայաստանում որոշակի ժամանակ բնակվելուց հետո փորձում են գնալ Եվրոպա: Խնդիրն, իհարկե, ունի որոշակի ռիսկեր: Պետք է հասկանալ, թե նման քանակությամբ օտարազգիները Հայաստան գալու ինչ կոնկրետ նպատակներ են հետապնդում, ցանկանում են ապրել ու աշխատել Հայաստանո՞ւմ, պարզապես զբոսաշրջիկնե՞ր են, թե՞ Հայաստանը դիտարկում են որպես Եվրոպա կամ այլ երկրներ, օրինակ, Միացյալ Էմիրություններ տեղափոխվելու տարանցիկ ուղի: Կարևոր է նաև հասկանալ, արդյո՞ք եկողները գալիս են որպես էժան աշխատուժ և ինչքանով է այս հանգամանքը վտանգավոր տնտեսության համար:
Սակայն այս ռիսկերով հանդերձ, անհասկանալի է նաև այն՝ թեկուզև առայժմ լուսանցքային դժգոհությունը, որն առկա է: Նախ՝ Հայաստան եկող հիմնական օտարազգի հոսքերը կա՛մ բարեկամական Իրանից են, կա՛մ Հնդկաստանից: Երկու դեպքում էլ ակնհայտ է, որ մենք գործ ունենք օտարազգիների հետ, որոնք աչքի չեն ընկնում ագրեսիվ վարքով, բավական զուսպ են ու կոռեկտ: Ի տարբերություն եվրոպական շատ երկրների, Հայաստանում միգրանտների հետ պետական և հասարակական մակարդակով կոնֆլիկտ գոյություն չունի: Անկախ Հայաստան գալու մոտիվացիայից, մենք ունենք որոշակի տնտեսական ակտիվություն, եկողները բնակարաններ են վարձում, հոգում են սննդի ծախսեր, ինչը Հայաստանի նման փոքր տնտեսության համար այս պայմաններում կարող է որոշակի դրական ազդեցություն ունենալ: Իսկ ակնհայտ կամ թաքնված ռիսկերը արդեն պետության կարգավորելիք խնդիրներն են: Ընդ որում, թե՛ պետությունը, թե՛ հասարակությունը այս դեպքում չպետք է գերագնահատեն ռիսկերը ու չփորձեն գնալ ծայրահեղ սահմանափակումների ճանապարհով: Այս իմաստով կարևոր է, որ դանդաղ ձևավորվող դժգոհությանը պետությունը տա համարժեք արձագանք՝ խնդիրը մի կողմից պարզաբանելու, մյուս կողմից էլ ռիսկերի վերահսկողության երաշխիքներ ապահովելու առումով:
