Գագիկ Ծառուկյանը չէր կարող ընտրություններից առաջ կուսակիցներին կոալիցիայով մոտիվացնել
ANALYSISԱյսօր «Ժամանակ» թերթը գրել էր, թե Գագիկ Ծառուկյանը նախընտրական շրջանում իր կուսակիցներին մոտիվացնելու համար խոստացել է, որ ընտրություններից հետո ԲՀԿ-ի մասնակցությամբ նոր կոալիցիա է ձևավորվելու՝ ասելով, թե այն ոլորտներում, որոնք վստահվելու են ԲՀԿ-ին, ինքը անձնական ներդրումներ է անելու:
Նաև նշվում է, որ Գագիկ Ծառուկյանն ի սկզբանե իմացել է, որ ոչ մի կոալիցիա էլ չի լինելու, ուղղակի հերթական անգամ խաբել է երկրորդ էշելոնի թեկնածուներին:
Ցանկացած մտածող մարդ, անկախ իրավաբանական ու քաղաքագիտական գիտելիքներից, հասկանում է, որ կոալիցիաների մասին կարելի է խոսել միայն ընտրությունների արդյունքների ամփոփումից հետո: Գործող Ընտրական օրենսգրքին որոշակիորեն ծանոթ մարդը միանգամից կհասկանա, որ եթե որևէ քաղաքական ուժ հավաքում է 70 տոկոսից ավելի ձայն, իշխանությունը կիսելու մասին խոսելը անիրատեսական է, հետևաբար, տրամաբանական է նաև, որ հենց այդ ուժն էլ միայնակ ձևավորում է կառավարության կազմը:
Ընտրական օրենսգրքի 97-րդ հոդվածով հանգամանալից ու հստակ սահմանվում է կոալիցիաների կազմելու մեխանիզմները: Տվյալ իրավիճակում կոալիցա չկազմելը օրենքի պահանջ է, իսկ եթե, այնուամենայիվ, հայտարարվի, որ ստեղծվում է, այսպես կոչված, ազգային համաձայնության կառավարություն, որտեղ նաև կընդգրկվի ԲՀԿ-ն, ապա դա կլինի ընդամենը փոխադարձ հարգանքի, փոխըմբռնման արդյունք, այլ ոչ թե նախապես պայմանավորվածություն: Նման կերպ ընտրություններում հաղթած Փաշինյանը փորձելու է ի նպաստ պետության օգտագործել նաև ԲՀԿ-ի կադրային բանկը, ինչը, համաձայնեք՝ գովելի փաստ է և դա արվում է երկրի զարգացման ու կայացման համար: Ամփոփելով, նշենք, որ քաղաքական գուշակություններով զբաղվելը բավականին բարդ, իսկ կանխատեսումները՝ անշնորհակալ գործեր են:
Դե իսկ ընտրություններից առաջ նախնական պայմանավորվածության գալու փաստն ընդամենը մարդու մոտ ժպիտ է առաջացնում. դրա համար քաղաքական թիմերի ղեկավարներն առնվազն պետք է Միշել դը Նոստրադամուսը լինեին, որ կարողանային հասկանալ և տեսնել դեպքերի իրական պատկերը:
