Անսխալականության սինդրոմը. «Փաստ»
ANALYSIS«Փաստ» օրաթերթը գրում է.
«Սխալները մնացին անցյալում». այս ձևակերպմանը վերջին շրջանում կարելի է հանդիպել գրեթե ամենուր, գրեթե ամեն հերթական հեղափոխական տրամաբանությամբ հնչող տեքստում: Հասկանալի է, իհարկե, որ մի կողմից` հեղափոխությունը, հավատարիմ ժանրի կանոններին, կարիք ունի սահմանազատել ժամանակը՝ բաժանելով հինն ու նորը, մյուս կողմից էլ` ահռելի լավատեսական սպասումները որոշակիորեն չափազանցնում են ապագայից սպասելիքները՝ դրական իմաստով: Սակայն ասել, որ սխալներն այլևս մնացին անցյալում, նշանակում է ոչ այլ ինչ, քան անսխալականության սինդրոմ:
Հատկապես, երբ նմանատիպ արտահայտությունները հնչում են մարդկանց կողմից, ովքեր նախորդ համակարգի մասնիկներ են եղել ու կրել են, այսպես ասած, հին համակարգի սխալների բեռն ու պատասխանատվությունը: Առնվազն նրանք պիտի հասկանան, որ միշտ չէ, որ սխալները թելադրվում են չարամիտ դիտավորությամբ, միշտ չէ, որ սխալների հետևում կա բարձրաստիճան պաշտոնյայի զանգ կամ հանձնարարություն: Սխալները հաճախ ծնվում են ոչ պրոֆեսիոնալիզմից, մարդկային ու մասնագիտական գործոնի հետևանքով: Ընդհանրապես՝ ամենաիդեալական համակարգում էլ կա սխալի հավանականություն:
Արդյունավետ քաղաքական համակարգն այն չէ, որտեղ չկան սխալներ: Արդյունավետ է այն համակարգը, որը սխալներին արձագանքում է բաց, առանց վախենալու և լղոզելու միտման: Բնականաբար, այսպես կոչված սխալների քանակը թույլ է տալիս ենթադրել, որ նախորդ համակարգում սխալը դարձել էր համակարգաստեղծ գործոն: Սակայն սա չի նշանակում, թե սխալներ չեն լինելու նոր համակարգում, նոր Հայաստանում: Միանշանակ լինելու են: Ոչ ոք անսխալական չէ:
Հետևաբար ավելի ազնիվ ու արդյունավետ կլինի ապագայի սպասումների ու անելիքների մասին խոսելիս առաջնորդվել ոչ թե անսխալականության սինդրոմով՝ բացառապես անցյալի ու ապագայի միջև հոծ գիծ քաշելով, այդպիսով պատասխանատվությունը գցելով ժամանակի վրա, այլ տալ հստակ ուղենիշեր, թե այդ ինչ երաշխիքներով է, որ պետք է նվազեցվի սխալի ռիսկը, ինչպես պետք է նոր համակարգը ոչ թե բացառի սխալները, այլ արձագանքի դրանց: Այլապես լավատեսական սպասումները կարող են ինչ–որ պահից վերածվել չիրականացված հեքիաթի, ոչ թե շոշափելի արդյունքներով իրականության:
