Իշխանությանն ընտրելու կարծրատիպը. ընտրության միջոցով իշխանափոխությունը պետք է դառնա սովորական գործընթաց. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Հայաստանի երրորդ հանրապետության բոլոր համապետական ընտրություններում հաղթել է իշխանության կուսակցությունը: Թերևս շատ մասնակի բացառությամբ 1999թ. խորհրդարանական ընտրության, երբ իշխանության և ընդդիմության սահմանները խախտված էին, քանի որ Հայաստանում տեղի էր ունեցել պալատական հեղաշրջում և իշխանական վերնախավը գտնվում էր իշխանության վերաբաշխման փուլում: Մնացյալ բոլոր դեպքերում, հատկապես առաջին դեմքի ընտրություններում հաղթել է իշխանությունը: Այս անգամը ևս բացառություն չէր:
 
Անշուշտ, անհամեմատելի են այս ու նախորդ ընտրությունները, ավելին՝ հասկանալի է, որ այս անգամ իշխանությունն ընտրվել է ոչ վարչական ու ֆինանսական ռեսուրսի գործադրման հաշվին: Նույնիսկ անհասկանալի կլիներ, եթե հեղափոխական իշխանությունը չհաղթեր այս ընտրություններում: Խոսքն այլ բանի մասին է: 
 
Հայաստանում երբեք տեղի չի ունեցել իշխանափոխություն ընտրությունների միջոցով: 1998թ. իշխանությունը փոխվեց ներիշխանական ինտրիգների պատճառով: Այս տարի էլ իշխանություն փոխվեց փողոցային պայքարով: Իհարկե, Հայաստանը մոտ է եղել իշխանությունն ընտրություններով փոխելու սահմանագծին, այն էլ մի քանի անգամ: Բայց երբեք այդ սահմանագիծը չի անցել, ինչպես որ մինչև այս տարվա պրոցեսները չէր անցնում փողոցային պայքարի սահմանը: 
 
Եվ հենց այս ամենի արդյունքում համապետական ընտրությունները վերածվել են իշխանության ընտրությունների, ինչը դարձել է բավական անսովոր, մեծ հաշվով արատավոր վարքի դրսևորում, երբ հասարակությունն ինքնակամ կամ որոշակի ճնշման ներքո ընտրում է իշխանություններին՝ որպես կանոն դժգոհ լինելով վերևներից: Ընդ որում, ընտրում է բացառապես այդ պահին, և ինչպես ցույց տվեցին ապրիլ–մայիսի իրադարձություններն ու արդեն իսկ ավարտված խորհրդարանական ընտրությունները, ընտրելուց մի տարի անց կարող է որդեգրել լիովին հակառակ դիրքորոշում: 
 
Ընտրությունների միջոցով իշխանության փոփոխությունը կենսական է Հայաստանի քաղաքական համակարգի համար մի քանի պատճառներով: Նախ՝ վերջապես Հայաստանը դուրս կգա ներիշխանական ինտրիգների կամ փողոցային պայքարի միջոցով իշխանության անցման հարցը լուծելու տուրբուլենտ ցիկլից: Երկրորդ՝ ընտրության արդյունքներով հաղթողի և պարտվողի որոշելը կնշանակի քաղաքական համերաշխություն քաղաքական ուժերի միջև, մի բան, որ այժմ օբյեկտիվ ու սուբյեկտիվ պատճառներով չկա: Երրորդ՝ Հայաստանի քաղաքացին ի վերջո պետք է կարողանա ընտրությունը դիտարկել որպես ոչ թե ուժեղին ձայն տալու առիթ, ընդ որում, անկախ մոտիվացնող հանգամանքներից, այլ շատ կոնկրետ գործողություն, որը կհանգեցնի այս կամ այն ուժի հաղթանակին:
 
Հեղափոխությունը կոտրեց Հայաստանում իշխանության անփոփոխության կարծրատիպը: Հիմա արդեն ժամանակն է իշխանության փոփոխության գաղափարը դուրս հանել ներիշխանական ինտրիգների ու փողոցային պայքարի տրամաբանությունից, տեղափոխել բացառապես ընտրության տրամաբանություն և դարձնել սովորական, հերթական մի գործընթաց:
