Սահմանադրական փոփոխությունները պայմանավորված են իշխանության երեք ճյուղերի հակակշռման և փոխադարձ զսպումների մեխանիզմներ երաշխավորելու անհրաժեշտությամբ:
Սահմանադրական բարեփոխումների շուրջ բանավեճի ժամանակ նման դիրքորոշում հայտնեց Ազգային ժողովի ՀՀԿխմբակցության անդամ Սամվել Նիկոյանը: «Կարծում եմ, որ անհրաժեշտ է անցում կատարել անձնակենտրոն Սահմանադրությունից, որպեսզի երաշխավորվեն իշխանության երեք ճյուղերի հակակշռումների և փոխադարձ զսպումների մեխանիզմները»,-ասաց նա:
Նիկոյանի խոսքով՝ թեև կուսակցության ծրագրում չի եղել համամասնական ընտրակարգի անցում, սակայն ՀՀԿ որոշումները փոխվել են ինչպես երկրի կառավարման ձևի, այնպես էլ ընտրակարգի վերաբերյալ: ԱԺ նախկին նախագահի խոսքով՝ ընդդիմությունն իշխող կուսակցությանը բազմիցս մեղադրել է իշխանությունն իր ձեռքում կենտրոնացնելու, քաղաքական մենաշնորհ հասատատելու մեջ: «Տարիներ շարունակ մեզ քննադատել են մեծամասնական ընտրակարգ պահելու մեջ, որով իշխանական լծակներին մոտ կանգնած մեր կուսակցության անդամները կարող էին ընտրվել: Մեր գործընկերների դժգոհություննե րը հաշվի առնելով էլ դիմեցինք այս փոփոխություններին` թեև մեր նախընտրական ծրագրում սահմանադրական փոփոխությունների մասին խոսք չի եղել»,- նկատեց Նիկոյանը:
«Ազգային համաձայնություն» կուսակցության նախագահ Արամ Հարությունյանի կարծիքով՝ կառավարման համակարգի փոփոխության հիմնական պատճառը գործող իշխանության վերարտադրության ցանկությունն է: «Հանրապետության նախագահը չէր կարող երրորդ անգամ առաջադրվել: Եվ չկարողանալով գտնել իրեն իրավահաջորդ՝ իշխանությունը պահելու համար որոշեց սահմանադրական փոփոխություններ անել»,- ասաց Հարությունյանը:
Որպես հակափաստարկ` Սամվել Նիկոյանը տեսակետ հայտնեց, որ խորհրդարանական ընդդիմությունը ներկայումս խնդիրներ լուծելու լծակներ չունի, այնինչ ըստ նոր Սահմանադրության դրույթների՝ մեծանալու է ընդդիմության դերը:
Ի պատասխան` Արամ Հարությունյանը հավելեց, որ գործող Սահմանադրությունը չի խանգարում ընդդիմության գործունեությանը: «Պարզապես ընտրություններն են կեղծվել»,- համոզմունք հայտնեց Հարությունյանը:
