ՀԱՊԿ նոր գլխավոր քարտուղարի հարցը պետք է լուծվի մինչև տարեվերջ. Բելառուսի նախագահի մամուլի խոսնակ
POLITICSՀավաքական անվտանգության պայմանագրի կազմակերպության (ՀԱՊԿ) նոր գլխավոր քարտուղարի հարցը պետք է լուծվի մինչև տարեվերջ: Այդ մասին հայտարարել է Բելառուսի նախագահի մամուլի քարտուղար Նատալյա Էյսմոնտը, գրում է «ՌԻԱ Նովոստի» գործակալությունը:
Հինգշաբթի Բելառուսի նախագահ Ալեքսանդր Լուկաշենկոն Եվրասիական բարձրագույն տնտեսական խորհրդի նիստից հետո լրագրողներին ասել էր, թե կողմերին հաջողվել է պայմանավորվել ՀԱՊԿ գլխավոր քարտուղարի նշանակման մեխանիզմի շուրջ և որ գլխավոր քարտուղար կարող է դառնալ «Բելառուսի ներկայացուցիչը»:
Այս հայտարարությունը հերքել էր ՀՀ վարչապետի մամուլի խոսնակը, դրան հաջորդել էր նաև ՌԴ նախագահի մամուլի խոսնակ Դմիտրի Պեսկովի հայտարարությունը, համաձայն որի կառույցի գլխավոր քարտուղարի նշանակման հարցը դեռ լուծված չէ:
«Ոչ, հարցը չի լուծվել: Բնականաբար, ԵԱՏՄ անդամ երկրների ղեկավարների զրույցի ընթացքում օրակարգից դուրս այդ հարցի քննարկումը նախաձեռնել է Ալեքսանդր Լուկաշենկոն: Դա նորմալ պրակտիկա է, յուրաքանչյուր երկրի ղեկավար ազատ է բարձրացնել այն հարցերը, որոնք անհրաժեշտ է համարում»,- ասել է Պեսկովը:
«Ինչն է պետության ղեկավարների, այդ թվում՝ Ռուսաստանի նախագահի կողմից միանշանակորեն որոշված՝ այն է, որ այս հարցը պետք է լուծվի մինչև նոր (2019թ.) տարի»,- ասել է Էյսմոնտը «Բելառուս-1» հեռուստաալիքին տված հարցազրույցում:
Մամուլի խոսնակը նաև նշել է, որ Եվրասիական բարձրագույն տնտեսական խորհրդի նիստի շրջանակում այդ թեմայի քննարկումը եղել է «ոչ թե բուռն, այլ շատ բուռն»: Նրա խոսքով՝ կրքերն այնպես են բորբոքվել, որ արդեն վերջում «բոլորը բոլորի առաջ ստիպված են եղել ներողություն խնդրել»:
Հիշեցնենք, որ Սանկտ Պետերբուրգում հայ համայնքի հետ հանդիպմանը ՀՀ վարչապետի պաշտոնակատար Նիկոլ Փաշինյանը հայտարարել էր, որ ՀԱՊԿ գլխավոր քարտուղարի հարցը հիսուներորդական հարց է. թող այնտեղ հավերժ լինի Բելառուսի ներկայացուցիչը, բայց մեր փոխադարձ բոլոր պարտավորությունները կատարվեն:
«Պետք է իմանանք՝ ում վրա կարող ենք հույս դնել, ում վրա՝ ոչ: Համոզված եմ, որ ՀԱՊԿ-ը կարող է թույլ չտալ Լեռնային Ղարաբաղի հակամարտությունը զինված մեթոդով լուծելու Ադրբեջանի գայթակղությունը: Հիմա հարց` ՀԱՊԿ-ն իր այդ գործիքը պատրաստվո՞ւմ է կիրառել, թե՞ ոչ: Սա մեզ համար ռազմավարական նշանակության հարց է: Գլխավոր քարտուղարի հարցը երկրորդական, երրորդական, նույնիսկ հիսուներորդական հարց է: Թող այնտեղ հավերժ լինի Բելառուսի ներկայացուցիչը, բայց մեր փոխադարձ բոլոր պարտավորությունները կատարվեն»,- ասել է Նիկոլ Փաշինյանը` հավելելով, որ լուրջ հարցեր կան ԼՂ-ի հետ կապված ՀԱՊԿ երկրների տեսլականի շուրջ այն ուղղությամբ, թե դա որքանով է բխում ռազմավարական գործընկերության բնույթից:
Հիշեցնենք, որ Յուրի Խաչատուրովն ազատվել է Հավաքական անվտանգության պայմանագրի կազմակերպության գլխավոր քարտուղարի պաշտոնից: Կազմակերպության գլխավոր քարտուղարի պարտականությունների կատարումը դրվել է կազմակերպության գլխավոր քարտուղարի տեղակալ Վալերի Սեմերիկովի վրա:
2008 թվականի մարտի 1-ից 2-ն ընկած ժամանակահատվածում Երևան քաղաքում տեղի ունեցած իրադարձությունների վերաբերյալ ՀՀ հատուկ քննչական ծառայությունում քննվող քրեական գործով նախաքննության ընթացքում ձեռք բերված ապացույցների բավարար համակցության հիման վրա 2018 թվականի հուլիսի 26-ին ՀԱՊԿ գլխավոր քարտուղար Յուրի Խաչատուրովին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 300.1-ին հոդվածի 1-ին մասով այն բանի համար, որ նա այլ անձանց հետ նախնական համաձայնությամբ տապալել է Հայաստանի Հանրապետության սահմանադրական կարգը: Նրա նկատմամբ դատարանը խափանման միջոց է ընտրել գրավը:
