Հայտնի է, որ տնտեսությունը հանդիսանում է պետության ողնաշարը և առանց աճող ու դինամիկ տնտեսության՝ հնարավոր չէ ունենալ կայուն պետություն:
 
Հայաստանի այժմյան արտադրական մշակույթը, ապրանքների որակը, ծախսերը հիմնականում ուղղված են ԵՏՄ շուկային: Ռուսաստանը, առանձին վերցրած, մեր խոշորագույն առևտրային գործընկերն է։ Կարճաժամկետ ու երկարաժամկետ հեռանկարում՝ մեր տնտեսական հնարավորություններն ընդլայնելու տեսանկյունից, այդ շուկան ՀՀ-ի համար ունի առանցքային նշանակություն:

Այս առումով քաղաքական կուսակցությունների նախընտրական ծրագրերում միշտ չէ, որ ֆիքսվում է ԵԱՏՄ կարևորությունը և ՀՀ-ԵԱՏՄ հարաբերությունների կարևորությունը:

ԵԱՏՄ հետ հարաբերությունների մասին առանձին դրույթ է ներառված ԲՀԿ նախընտրական ցուցակում:

Ընդգծվում է, որ հաշվի առնելով տարածաշրջանում աշխարհաքաղաքական և արտաքին տնտեսական մարտահրավերների առանձնահատկությունները՝ արդյունավետ ենք համարում ՀՀ-ում ֆինանսական միջնորդությունների բազմազանեցումը, հատկապես ԵԱՏՄ երկրների ֆինանսական կառույցներից դեպի ՀՀ և ապա արտաքին ֆինանսական շուկաներ օրինական և փոխշահավետ սխեմաների միջոցով դրամական նոր և մեծածավալ միջոցների ներգրավումը: 

Ըստ այդմ՝ ծրագրում ֆիքսված է, որ պետությունը պետք է աջակցող հստակ քաղաքականություն իրականացնի ՀՀ-ից դեպի արտաքին շուկաներ, այդ թվում` դեպի արաբական երկրներ պտուղ-բանջարեղենի և մսամթերքի արտահանումներ կազմակերպելու համար: Այդ նպատակով անհրաժեշտ է, որ «Զվարթնոց» օդանավակայանում ձևավորվեն լոգիստիկ գործուն համակարգեր, սառնարանային, փաթեթավորման և տարայավորման տնտեսություններ, որոնց շնորհիվ մասնագիտացված միջնորդ-ընկերությունների կողմից տնտեսվարողների համար ընդունելի պայմաններով, մեծ բեռնատար ինքնաթիռներով գյուղմթերքները արտահանելու հնարավորություն կստեղծվի:

Հարկ է նշել, որ Գագիկ Ծառուկյանի կողմից առաջ քաշված այս գաղափարը բավականին հեռանկարային է և հավակնոտ, քանի որ, եթե հաշվի առնենք, որ, օրինակ, միայն Դուբայում օրական սպառում են մոտ 2 տոննա պտուղ-բանջարեղեն, և ՀՀ-ն կարող է իր մասնակցությունն ունենալ այդ շուկայում, մնում է ճիշտ և հավասարակշռված քայլերով դիրքավորվել այդ հարթակում:
