ԼՂ հակամարտության կարգավորման հարցում Երևանը հենվում է ԵԱՀԿ հակամարտության կարգավորման Հելսինկյան եզրափակիչ ակտի երեք սկզբունքների հիման վրա և ջանքեր գործադրում այդ երեքի պահպանման համար, մինչդեռ Բաքուն երեք սկզբունքներից առաջնահերթությունը տալիս է տարածքային ամբողջականության սկզբունքին, ինչն էլ խոչընդոտում է բանակցությունների արդյունավետությանը:
«Արմենպրես»-ի փոխանցմամբ՝ ԵԱՀԿ Մինսկի խմբի ֆրանսիացի նախկին համանախագահ Ժակ Ֆորը ՆԱՏՕ-ի ԽՎ ՌՈՈՒԶ ՌՈԹ սեմինարի ժամանակ շեշտում է, որ հակամարտության կողմերն ընդունում են համաձայնագրեր, փաստաթղթեր, սակայն դրանք չեն կիրառվում: «Այսօր ակնհայտ է մի բան. բանակցությունները հանգեցրել են գաղափարների, սակայն ոչ արդյունքների: Կողմերի միջև ամենաբարձր մակարդակով վստահության բացակայությունն ամենամեծ խոչընդոտներից է: Կողմերից մեկը մյուսին չի վստահում՝ օրինակ բերելով մի շարք հարցեր»,- ասաց ժակ Ֆորը' հավելելով, թե խնդիրներից մեկն էլ այն է, որ տարածաշրջանում առկա է սպառազինության մրցավազք:
«Ադրբեջանի պաշտպանությանն ուղղված բյուջեն ավելի բարձր է, քան Հայաստանի ողջ բյուջեն և այս հարցում քաղաքական կամք պետք է լինի համաձայնության գալու և փոխզիջումների գնալու պատրաստակամության համար»,- ասաց Ժակ Ֆորը:
Ըստ Ֆրանսիայի նախկին համանախագահի ներքին քաղաքական գործընթացները նույնպես պատճառ են հանդիսանում, որպեսզի բանակցություններն արդյունք չունենան: «Երկու երկրների նախագահները վախենում են քննադատությունից: Եթե բանակցությունների ընթացքում քննարկեն հարցեր, որոնք հասարակությունները կգնահատեն անընդունալի զիջում, ապա դա կհանգեցնի անշրջելի իրադարձությունների: Եվ նրանք բացարձակ դիրքեր են ընդունում, որպեսզի հասարակության մեջ ներկայանան անձինք, ովքեր որևէ դիմադրություն չեն ընդունում»,- ասաց Ֆորը:
Նա շեշտեց, որ շատերը չեն բացառում, որ Եվրոպական խաղերի ավարտից հետո Բաքուն կրկին կդիմի բռնի գործողությունների, սակայն ֆրանսիացի նախկին համանախագահն ընդգծում է, որ Ադրբեջանը շատ բան կկորցնի:
«Առաջին հերթին միջազգային հանրությունում կկորցնի այն դերը, որ նա փորձում է հակամարտությունը խաղաղ ճանապարհով լուծել, բացի այդ, ոչ մի ներդրող չի ցանկանա գումար ներդնել մի երկրում, որը պատերազմի մեջ է»,- ասաց Ժակ Ֆորը:
