Վարչապետի աշխատակազմի ղեկավարը պարզաբանել է քարոզարշավի ընթացքում Փաշինյանի արձակուրդ չգնալու հարցը
SOCIETYՀՀ նախագահը, ԱԺ պատգամավորները և կառավարության անդամները նախընտրական շրջանում կարող են համատեղել քարոզչության գործընթացը իրենց ծառայողական պարտականությունների կատարման հետ: «Արմենպրես»-ի փոխանցմամբ` այս մասին «Ֆեյսբուք»-ի իր էջում գրել է ՀՀ վարչապետի աշխատակազմի ղեկավար Էդուարդ Աղաջանյանը:
«Այսօր վարչապետի պաշտոնակատար Նիկոլ Փաշինյանի եւ լրագրողների հանդիպմանժամանակ մի քանի անգամ հնչեց հարց, թե արդյոք պաշտոնական քարոզարշավի մեկնարկիցմինչ դրա ավարտը վարչապետի պաշտոնակատարը պարտավոր չէ գտնվել արձակուրդում, եւստանալով բացասական պատասխան, լրագրողների մի մասը մտահոգություն հայտնեց, որ դակլինի պաշտոնական դիրքի չարաշահում։ Այս կապակցությամբ պետք է տրվի պարզաբանում»,-գրել է Աղաջանյանը:
Վարչապետի աշխատակազմի ղեկավարը հղում է կատարել «Հայաստանի Հանրապետության ընտրական օրենսգիրք» սահմանադրական օրենքին:
«Օրենքի 91-րդ հոդվածի (Պատգամավորի թեկնածուների կարգավիճակը) 2-րդ մասիհամաձայն՝ հանրային ծառայողներ հանդիսացող պատգամավորի թեկնածուները(բացառությամբ Հանրապետության նախագահի, Ազգային ժողովի պատգամավորների ևկառավարության անդամների) օրենսգրքով սահմանված նախընտրական քարոզչությանպաշտոնական մեկնարկի օրվանից մինչև քվեարկության օրն օրենքի ուժով ազատվում են իրենցծառայողական պարտականությունների կատարումից: Ինչը նշանակում է, որ հանրայինծառայողներ հանդիսացող պատգամավորի թեկնածուները նախընտրական քարոզչությանպաշտոնական մեկնարկի օրվանից մինչև քվեարկության օրը պետք է գտնվեն չվճարվողարձակուրդի մեջ, ի տարբերություն՝ Հանրապետության նախագահի, Ազգային ժողովիպատգամավորների և կառավարության անդամների, որոնց համար սահմանված էբացառություն, որի համաձայն՝ վերջիններս նշված ժամանակահատվածում կարող ենհամատեղել քարոզչության գործընթացը իրենց ծառայողական պարտականություններիկատարման հետ: Իսկ նման ցանկություն չունենալու դեպքում նրանք կարող են ստանալօրենքով իրենց հասանելիք արձակուրդը»,- նշել է Էդուարդ Աղաջանյանը:
Հայաստանում արտահերթ խորհրդարանական ընտրությունները կայանալու են 2018թ-ի դեկտեմբերի 9-ին: Քարոզչության ժամանակահատվածը նոյեմբերի 26-ից դեկտեմբերի 7-ն է։ Ընտրական օրենսգրքով սահմանվել է 12-օրյա ժամկետ:
