Բոլոր եկամուտները պետք է հարկվեն, ոչ թե միայն աշխատավարձը. ԿԲ նախկին ղեկավարը՝ «խոպանչիներին» հարկելու մասին
SOCIETYՔաղաքացիների բոլոր եկամուտները պետք է հարկվեն, ոչ թե միայն աշխատավարձը: Այս մասին, այսօր՝ նոյեմբերի 23-ին, լրագրողների հետ զրույցում նշեց Կենտրոնական բանկի նախկին նախագահ Բագրատ Ասատրյանը՝ անդրադառնալով ՊԵԿ-ի կողմից առաջ քաշված եկամուտների համատարած հարկման գաղափարին, որը բուռն հակազդեցություն էր առաջացրել:
Նրա խոսքով, այդ խնդիրը կա դեռ 1990-ական թվականներից. «Սա նպատակ է եւ ամբողջ աշխարհում ուզում են բացահայտել եւ հարկել բոլորի եկամուտները»:
Դիտարկմանը, որ հիմա առաջարկում են մարդկանց հարցնել՝ դու ունե՞ս կողմնակի եկամուտ, ու եթե դրական պատասխան տա, հարկել դրանք, այսինքն ազնիվ խոսքի սկզբունքով հնարավոր կլինի՞ լուծել այդ խնդիրը, Բագրատ Ասատրյանն արձագանքեց, որ շատ երկրներում այդ սկզբունքն աշխատում է, Հայաստանում էլ դա հնարավոր է, բայց ամբողջական էֆեկտ չի տա:
Ինչ վերաբերում է նրան, որ համատարած հարկման սկզբունքի հետեւանքով հարկվելու են նաեւ խոպանչիների եկամուտները, իրենց ընտանիքներին ուղարկվող 100 դոլարները, ԿԲ նախկին ղեկավարն ասաց. «Եթե այդ 100 դոլարը իմ նվազագույն ծախսերը չեն ծածկում, այն չպետք է հարկվի ընդհանրապես: Ես կարծում եմ ՊԵԿ-ի նախագահն ակտիվ մարդ է եւ անհաջող արտահայտություն է թույլ տվել:
Պետք է իրական եկամուտները հաշվառվեն եւ հարկը հաշվարկվի այդ իրական եկամուտներից: Սա ծանր խնդիր է եւ առնվազն 5 տարի պետք է այն իրականացնելու համար: Մենք բեռը դրել ենք միայն աշխատավարձի վրա, այդպես չի կարելի: Մենք պետք է այնպես անենք, որ հարկը բոլոր եկամուտների վրա տարածվի»,-ասաց Բագրատ Ասատրյանը՝ հավելելով, որ կառավարության կողմից առաջարկվող այդ գաղափարը խելամիտ է:
Նա նկատեց, որ հարկման բեռի տակ ընկնում են աշխատավարձով աշխատողները, իսկ մեծահարուստները՝ ոչ:
