Օլանդն առաջարկել Է միջազգային մարմին ստեղծել կլիմայի փոփոխման դեմ պայքարելու համար

Բնապահպանական պարտավորությունների կատարման հսկողությունը, որոնք պետություններն ստանձնում են գլոբալ կլիմայական փոփոխությունների դեմ պայքարի շրջանակներում, պետք Է դրվի միջազգային մասշտաբի հատուկ հսկիչ կառույցի վրա: Այս կարծիքը Ֆրանսիայի նախագահ Ֆրանսուա Օլանդը հայտնել Է կլիմայի փոփխման հարցերի շուրջ ՄԱԿ-ի համաշխարհային խորհրդաժողովի (COP-21) նախաշեմին, ո րը ընթացիկ ամսվա վերջին բացվելու Է Փարիզում:
«Հուսով եմ, որ փարիզյան պայմանավորվածությունների արդյունքը կդառնան պարտավորեցնող միջոցառումները: Այդպիսով, հաջորդ փուլը կդառնա կազմակերպության ստեղծումը բնապահապանական անվտանգության խորհրդի ձեւով, որը հարկավոր պահին կարող Է հայտարարել, որ այս կամ այն գործողություններն անընդունելի են»,- ասել Է նա նոյեմբերի 9-ին Փարիզում ֆրանսիացի գիտնականների հետ կայացած հանդիպմանը:
Օլանդի խոսքով՝ այդ կառույցը պետք Է գնահատի այն պարտավորությունների լիարժեք կատարումը, որոնք աշխարհի երկրները կստանձնեն բնապահպանության բնագավառում:
Կլիմայի փոփոխման հարցերին նվիրված ՄԱԿ-ի խորհրդաժողովը տեղի Է ունենալու Փարիզում նոյեմբերի 30-ից մինչեւ դեկտեմբերի 11-ը: Դրան մասնակցելու են պետությունների ու կառավարությունների 80-ից ավելի ղեկավարներ ամբողջ աշխարհից: Սպասվում Է, որ համաժողովի արդյունքում կստորագրվի նոր միջազգային համաձայնագիր, որը կապահովի կլիմայական համակարգի վրա բեռնվածության նվազեցմանն ուղղված միջազգային ջանքերի համախմբումը եւ 2020 թվականից հետո կփոխարինի Կիոտոյի արձանագրությանը:
Մեծ Բրիտանիայի օդերեւութաբանական բյուրոյի կանխատեսման համաձայն՝ մոլորակի վրա միջին ջերմաստիճանը մինչինդուստրիալ հասարակության համեմատությամբ կբարձրանա մեկ եւ ավելի աստիճանով: 2015 թվականի հունվար-սեպտեմբերին թվերն արդեն ըստ Ցելսիուսի 1,02 աստիճանով ավելի բարձր են, քան 1850-ից մինչեւ 1900 թվականն ընկած ժամանակաշրջանի տարեկան միջին ցուցանիշները: Եթե այդ միտումը պահպանվի, ապա ընթացիկ տարին կդառնա առաջինը, որը հաղթահարել է մեկ աստիճանի նշագիծը:
Այդ հարցին հնարավոր կլինի վերջնական պատասխան տալ, երբ Համաշխարհային օդերեւութաբանական կազմակերպությունը կհրապարակի իր հաշվետվությունը, որը հաշվի կառնի ավելի մեծ քանակությամբ տվյալներ, այդ թվում՝ NASA-ից ստացված տվյալները: Ենթադրվում է, որ հաշվետվությունը կհրապարակվի նոյեմբեր ամսվա ընթացքում:
Գիտնականները պնդում են, որ Ցելսիուսի 2 աստիճանով միջին ջերմաստիճանի բարձրացումն անշրջելի հետեւանքներ կունենա մարդկության համար, հաղորդել Է ՏԱՍՍ-ը:
