Նոր սահմանադրությամբ Թուրքիայում նախագահական համակարգի անցնել ցանկացող իշխող «Արդարություն եւ զարգացում» կուսակցությունը (ԱԶԿ) ծրագրում է ընդդիմության հետ համաձայնության չգալու դեպքում օրակարգ բերել «կուսակցապետ նախագահ» այլընտրանքը:

Այս մասին,  հայտնում է թուրքական «Ջումհուրիեթ» թերթը` նշելով, որ «կուսակցապետ նախագահ» այլընտրանքի  համար ԱԶԿ-ին բավարար կլինի վերացնել Թուրքիայի սահմանադրության 101-րդ հոդվածում եղած «նախագահի պաշտոնում ընտրված անձը պետք է խզի կապերը կուսակցության հետ» պահանջը: Նման դեպքում Թուրքիայի նախագահ Թայիփ Էրդողանը կարող է երկրի նախագահի պաշտոնը համատեղել ԱԶԿ-ի նախագահի պաշտոնի հետ, ինչը սահմանադրությամբ ներկայո ւմ վերագրվում է Թուրքիայի վարչապետին:

Թերթը գրում է, որ ներկայում ԱԶԿ-ում Թուրքիայի նոր սահմանադրության եւ նախագահական համակարգի հետ կապված հետեւյալ տեսակետներն են շրջանառվում. առաջին` ամբողջական նախագահական համակարգ, երկրոդ` կիսանախագահական համակարգ, երրորդ` «կուսակցապետ նախագահ» մոդելը:

ԱԶԿ-ում գտնում են, որ եթե առաջին երկուսը չստացվի, կարող են ընդունել նաեւ «կուսակցապետ նախագահ» մոդելը:

Նախկինում անդամակցած կուսակցության հետ Թուրքիայի նախագահի կապերը խզելու պահանջը տեղ է գտել 1961 թվականին ընդունված սահմանադրության մեջ, որն ամրագրվել էր դեռեւս Աթաթուրքի նախագահության ժամանակաշրջանում (1923-1938 թթ.): Նման փոփոխությունն իրականացվելու դեպքում Էրդողանը Թուրքիայի նախագահի պաշտոնը կհամատեղի ԱԶԿ նախագահի պաշտոնի հետ, գրում է թերթը:
