Արցախի 2019թ-ի պետական բյուջեն ներկայացվել է խորհրդարանին

Նոյեմբերի 22-ին Ազգային ժողովում մեկնարկել են «Արցախի Հանրապետության 2019թ. պետական բյուջեի մասին» ԱՀ օրենքի նախագծի քննարկումները՝ համաձայն նախապես հաստատված  ժամկետացանկի: Ինչպես «Արմենպրես»-ին տեղեկացրին Արցախի Հարապետության Ազգայի ժողովի լրատվության և հանրության հետ կապերի բաժնից,  մշտական հանձնաժողովների և խմբակցությունների անդամների մասնակցությամբ ընդլայնված նիստը վարել է խորհրդարանի ֆինանսաբյուջետային և տնտեսական կառավարման հանձնաժողովի նախագահ Արամ Գրիգորյան: Նիստին մասնակցել են ԱԺ նախագահ Աշոտ Ղուլյանը, փոխնախագահ Վահրամ Բալայանը, պետնախարար Գրիգորի Մարտիրոսյանը, գործադիր իշխանության պատասխանատուներ:

ԱՀ Կառավարության լիազոր ներկայացուցիչ՝ ֆինանսների նախարար Արթուր Հարությունյանը, ներկայացնելով նախագիծը, նշել է, որ գալիք տարվա բյուջեն կազմելիս առաջնորդվել են Հանրապետության նախագահի 2017-2020թ-ի ծրագրային դրույթներից: Նախարարի խոսքով՝ 2019թ-ին համախառն ներքին արդյունքը (ՀՆԱ) կանխատեվում է 333,2 մլրդ դրամ՝ ապահովելով շուրջ 8% իրական աճ: Գնաճը կկազմի շուրջ 4%: Գալիք տարվա պետական բյուջեի եկամուտները կկազմեն 112մլրդ 340,9մլն դրամ, ծախսերը՝ 110մլրդ 987,7մլն դրամ, որն ավել է ընթացիկ տարվա ցուցանիշից 4,2%-ով:  Բյուջեով նախատեսվող հավելուրդը (պրոֆիցիտ) կկազմի 1մլրդ 353,3 մլն դրամ, որը կուղղվի նախկինում  ներգրաված փոխառու միջոցների մարմանը:

Ֆինանսների նախարարի խոսքով՝ 2019թ-ի հարկային եկամուտների պլանավորման ժամանակ հաշվի է առնվել նաև այս տարվա հունիս ամսում կառավարության կողմից հաստատված հարկային համակարգի բարեփոխումների հայեցակարգում նախատեսված փոքր և միջին ձեռնարկատիրության համար հարկային բեռի թեթևացմանն ու գործարար միջավայրի բարելավմանն ուղղված հարկային օրենսդրության փոփոխությունների փաթեթը, որի ընդունման պարագայում էականորեն կնվազեցվի արտոնագրային և հաստատագրված վճար վճարողների հարկային բեռը: Այս արտոնությունից կօգտվեն  մոտ 2000 հարկ վճարող կամ հարկատուների ավելի քան 35%-ը: Արթուր Հարությունյանը նաև ներկայացրել է 2019-ի ոլորտային ցուցանիշները և պատասխանել պատգամավորների հարցերին:

ԱՀ պետական նախարար Գրիգորի Մարտիրոսյանը, ամփոփելով բյուջեի ներկայացումը անդրադարձել է պատգամավորների հնչեցրած հարցերին և առանձնացրել գալիք տարվա բյուջեի առանձնահատկություններն ու սպասվող փոփոխությունները: Պետնախարարը նշել  է, որ գալիք տարվա բյուջեն ունի ընդգծված տնտեսական ուղղվածություն՝ ավելացել են տնտեսությանն ուղղված ծախսերը՝ ոչ միայն բացարձակ թվով, այլ՝ տեսակարար կշռի մակարդակով: Գրիգորի Մարտիրոսյանի խոսքով՝ առաջին անգամ ներկայացվում է պրոֆիցիտային բյուջե, որը կնպաստի պետական պարտքի նվազմանը:

Գալիք տարվա բյուջեի խոշոր ձեռքբերումներից պետնախարարը առանձնացրել է նաև առողջապահության բնագավառում նախատեսված աշխատավարձերի աճը:

Նոյեմբերի 23-ից ԱԺ-ում նախատեսվում են 2019թ.-ի բյուջեի նախագծի քննարկումները Ֆինանսաբյուջետային և տնտեսական կառավարման հարցերի մշտական հանձնաժողովի ու գլխադասային մշտական հանձնաժողովների համատեղ նիստերում:
