«Փաստ» օրաթերթը գրում է.

Վարչապետի պաշտոնակատար Նիկոլ Փաշինյանի հրապարակային հռետորաբանության մեջ վերջերս առյուծի բաժինը կազմում է ոչ թե քաղաքական մրցակիցներին, այլ հասարակությանն ուղղված խոսքը: Ընդ որում, մեծամասամբ այդ խոսքն ունի առավելապես դաստիարակչական բնույթ: Հասկանալի է, որ առաջիկա ընտրություններում իշխող ուժը մեծամասնություն կազմելու առումով կենսունակ մրցակից չունի և, ըստ էության, արդեն երաշխավորել է իր հաղթանակը, ինչը հնարավորություն է տալիս անցնել հասարակության հետ երկխոսության: Բայց երկխոսության հիմքում ոչ թե ծրագրերի ու անելիքների, նոր Հայաստանի տեսլականի ներկայացումն է, այլ առավելապես մուննաթով հագեցած դաստիարակչական հռետորաբանությունը:

Սրա պատճառները մի քանիսն են: Նախ, արդեն իսկ ակնհայտ է դառնում, որ հեղափոխական ահռելի սպասելիքները այլևս հնարավոր չէ բավարարել: Հետևաբար իշխանությունն ունի այդ սպասելիքների շեմը իջեցնելու կարիք: Ինչ–որ առումով սա գուցե պրագմատիկ որոշում է, եթե հաշվի առնենք, որ իրականում բազմաթիվ խնդիրներ հնարավոր չէ լուծել այն արագությամբ ու այն ծավալներով, ինչպես խոստացվել էր: Երկրորդ՝ ակնհայտ է, որ Փաշինյանի իշխանությունը վերջին ամիսների ընթացքում բախվել է բարդ խնդրի՝ հասկանալով, որ բացառապես նախկինում շրջանառվող կարծրատիպերի դեմ պայքարով հնարավոր չէ հասնել ոչ թռիչքաձև աճի, ոչ էլ որևէ բեկումնային փոփոխության: Այս գիտակցումն իր հերթին բերել է այն եզրահանգման, որ խնդիրը ժողովրդի, հասարակության մեջ է:

Այն, որ հասարակությունը պետության գործուն մասնիկն է, ոչ միայն սպառող է, այլև արտադրող, բնականաբար պարզ է: Բայց հասարակությանը բացառապես ելույթների ու հայտարարությունների մակարդակով դաստիարակելու փորձերը ոչ միայն արդյունավետ չեն, այլևս, ըստ էության, փաստում են իշխանության անգործունակության մասին: Իշխանությունը հասարակությանը դաստիարակելու մի տարբերակ ունի՝ ստեղծել այնպիսի համակարգ, որը հնարավորություն կտա հասարակությանը դրսևորել իր ամենալավ կողմերը: Հատ–հատ, բոլորին, երեք միլիոն հայաստանցիներին դաստիարակել չի ստացվի, բոլորին անկյուն չես կանգնեցնի: Իշխանության խնդիրը ոչ թե հասարակության տարբեր հատկանիշների վրա հղում կատարելն է, այլ հատկանիշներից ամենադրականների դրսևորման համար ուղիներ ստեղծելը:
