ՆԱՏՕ-ի առաջարկը Երեւանին

«Ժամանակ» թերթը գրում է. «ՆԱՏՕ-ի միջազգային աշխատակազմի քաղաքական հարցերի եւ անվտանգության քաղաքականության բաժնի ներկայացուցիչ Շտեֆան Էլգերսմանը նոյեմբերի 9-ին Երեւանում հայտարարել է, որ ՆԱՏՕ-ն Հայաստանի հետ համագործակցության կարմիր գիծ իր կողմից չունի: Նա արձանագրել է, որ Հայաստանը, լինելով ՀԱՊԿ անդամ, համագործակցում է նաեւ ՆԱՏՕ-ի հետ, եւ իրենք այդ համագործակցությունը բարձր են գնահատում:
Սա հայտարարություն է, որն առաջին հայացքից վկայում է այն մասին, որ ՆԱՏՕ-ն Հայաստանի ՀԱՊԿ-ին անդամակցության փաստը չի դիտարկում որպես Հայաստանի հետ համագործակցության խոչընդոտ:
Մյուս կողմից, սակայն, ուշագրավ է մեկ այլ հայտարարություն, որ արել է ՆԱՏՕ-ի պաշտոնյան: Պատասխանելով լրագրողների հարցին, թե արդյոք ՆԱՏՕ-ն կզսպի՞ իր անդամ Թուրքիայի տարածաշրջանային հավակնությունները, պաշտոնյան հայտարարել է, թե տրամաբանական է, որ Թուրքիան ունի իր հավակնությունները, քանի որ Հարավային Կովկասին ամենամոտ գտնվող ՆԱՏՕ-ի անդամ երկիրն է: Այս հայտարարությունն ըստ էության շատ էական մեսիջ է Հայաստանին, որի համար, ինչպես հայտնի է, առանցքային նշանակություն ունի «թուրքական վտանգ» հասկացությունը:
Ավելին՝ հաշվի առնելով այդ հասկացության կոնտեքստում նաեւ հայաստանյան հասարակական-քաղաքական վերնախավի այսպես ասած «ռուսական հովանոցի» կրեդոն՝ դրանից բխող տարածաշրջանային իրողություններով, «թուրքական վտանգը» դառնում է ռեգիոնալ անվտանգության համակարգի բնույթի եւ ուժերի հարաբերակցության կանխորոշիչ գործոն: Եվ այս տեսանկյունից, ՆԱՏՕ-ի պաշտոնյան մի կողմից հայտարարելով, որ դաշինքը Հայաստանի հետ հարաբերություններում կարմիր գիծ չունի, մյուս կողմից ըստ էության արձանագրում է, որ Հարավային Կովկասում «թուրքական վտանգի» գործոնը հաղթահարելու համար Հայաստանն էլ պետք է կարմիր գիծ չունենա ՆԱՏՕ-ի հետ հարաբերությունները խորացնելու հարցում:
Ըստ էության, ՆԱՏՕ-ական պաշտոնյան բավական թափանցիկ կերպով ակնարկում է, որ Հարավային Կովկասում լուրջ եւ ընդգրկուն հավակնություններ ունի այն երկիրը, որն ամենամոտն է ՆԱՏՕ-ին, եւ ըստ այդմ՝ Հայաստանը կարող է զսպել թուրքական հավակնությունները ՆԱՏՕ-ի օգնությամբ, եթե չունենա դաշինքի հետ համագործակցության կարմիր գծեր իր կողմից:
Եվ խնդիրը իհարկե ոչ միայն «թուրքական վտանգի» կամ հավակնությունների զսպումն է, այլ նաեւ ընդհանուր առմամբ տարածաշրջանային հավակնություններ ունենալը: Եվ այս տեսանկյունից, ՆԱՏՕ-ական դիվանագետի հայարարությունն ըստ էության ակնարկ-առաջարկ է Հայաստանին՝ թուրքական հավակնությունները զսպելու եւ տարածաշրջանում «կոնտրհավակնություններով» հանդես գալու առումով:
Երեւանն իհարկե կարող է ընտրել այս եւ ռուսականա-ՀԱՊԿ-ական անվտանգության առաջարկների միջեւ: Խնդիրն այն է, որ այս դեպքում Հայաստանին առաջարկվում է գործընկերություն, երբ Ռուսաստանի ու ՀԱՊԿ-ի պարագայում նրանց գործողությունների ծիրում Հայաստանին վերապահվում է համր օբյեկտի դեր, որի վկայությունն էր Հայաստանի օդային սահմանի հետ կապված թուրքական ռազմական ուղղաթիռների թարմ պատմությունը:
