Վալերիյ Օսիպյանը ոստիկաններից պահանջել է անզիջում լինել հանցավոորւթյան ցանկացած դրսևորման դեմ
SOCIETYՆոյեմբերի 16-ին ոստիկանությունում տեղի է ունեցել աշխատանքային խորհրդակցություն, որը վարել է ոստիկանության պետ Վալերիյ Օսիպյանը
Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ վարչապետի աշխատակազմի տեղեկատվության և հասարակայնության հետ կապերի վարչությունից, մասնակցում էին Քրեական հետախուզության և Կազմակերպված հանցավորության դեմ պայքարի գլխավոր վարչությունների ղեկավարներն ու օպերատիվ անձնակազմերը: Վալերիյ Օսիպյանն անդրադառնալով ծառայության հրատապ ու ռազմավարական խնդիրներին` ընդգծեց, որ նրանք ոստիկանության առանցքային ստորաբաժանումներից են, որոնց արդյունավետ ծառայությամբ է պայմանավորված հանցավորության դեմ պայքարի, հանցագործությունների կանխարգելման ու բացահայտման, կոռուպցիոն ռիսկերի նվազեցմանն ուղղված միջոցառումների և գործունեության այլ ուղղությունների արդյունավետությունը:
Ոստիկանության պետը պահանջեց անզիջում լինել հանցավոորւթյան ցանկացած դրսևորման, հատկապես կոռուպցիոն, հանրային համակեցության կանոնների խախտման, քաղաքացու իրավունքների, կյանքի և առողջության, գույքի անձեռնմխելիության հանդեպ ոտնձգության երևույթների դեմ պայքարում:
Ծառայությունների ամենօրյա խնդիրների առարկայական քննարկումից հետո Վալերիյ Օսիպյանն ընդգծեց ոստիկանության դերն առաջիկա համապետական ընտրությունների նախապատրաստման և անցկացման ընթացքում: Կարևորվեց քրեածին իրավիճակի կայունության պահպանման, քրեական հակումներ ունեցող տարրերի` ընտրական գործընթացներին միջամտելու հնարավորության բացառման, կրիմինալ իրավիճակն ամենօրյա աշխատանքով վերհսկելի պահելու անհրաժեշտությունը:
Ոստիկանության պետը պահանջ դրեց լինել հետևողական և արմատախիլ անել ընտրակաշառքի ցանկացած փորձ, ցանկացած ընրախախտում, այսպես կոչված` թաղային հեղինակությունների ցանկացած ինքնադրսևորում, կանխել սեփական անձը օրենքից վեր դասելու և հանրությանը պարտադրելու ցանկացած հնարավորություն: Բոլորը և բոլոր իրավիճակներում պետք է հավասար լինեն օրենքի առաջ, ու դրա կարևոր երաշխավորներից մեկը ոստիկանությունն է:
Վալերիյ Օսիպյանն անդարադարձավ նաև Ամանորի ու Ծննդյան տոների նախատոնական և բուն տոնական շրջանում ոստիկանության աշխատանքի առանձնահատկություններին` նշելով, որ այդ ընթացքում, որպես կանոն, նկատվում է քրեածին դրսևորումների աշխուժացում:Ոստիկանության պետն առանձնացրեց խնդիրներն ու ուղղությունները, որոնք առաջնահերթ են լինելու այդ շրջանում ու կարգադրեց լիարժեք իրականացնել բացատրական, կանխարգելիչ և բացահայտման աշխատնքներ` օրինախախտման դեպքերը բացառելու համար: Ընդգծվեց, որ ոստիկանության ծառայողների ցանկացած թերացում կարժանանա համարժեք գնահատականի ու պատասխանատվության:
Ամփոփելով խորհրդակցությունը` Վալերիյ Օսիպյանը կրկին հիշեցրեց ծառայությունների ներկայացուցիչներին իրենց աշխատանքի առանցքային նշանակության մասին և պահանջեց բացարձակ պրոֆեսիոնալ ու նվիրյալ աշխատանք` հասարակության ակնկալիքներն արդարացնելու, ոստիկանության հանդեպ հանրային վստահության աստիճանն էլ ավելի բարձրացնելու համար:
