SOCIETYՀայաստանի Հանրապետության արտաքին գործերի նախարարի պաշտոնակատար Զոհրաբ Մնացականյանը համոզված է, որ Հայաստանն ունի անհրաժեշտ կադրային ներուժ Հավաքական անվտանգության պայմանագրի կազմակերպության գլխավոր քարտուղարի պաշտոնը մինչև ժամկետի ավարտը զբաղեցնելու համար: Ինչպես հաղորդում է «Արմենպրես»-ը, ՀՀ ԱԳ նախարարի պաշտոնակատարն այս մասին ասել է ՏԱՍՍ-ին տված հարցազրույցում: «Միևնույն ժամանակ, խնդրի հիմքում ընկած են հետևյալ հարցերը. Առաջին՝ նորմատիվ բազան չի նախատեսում կոնկրետ որոշումներ հարցերի լուծման համար այն դեպքերում, երբ կազմակերպության գլխավոր քարտուղարը ի վիճակի չէ շարունակել պաշտոնավարումը: Երկրորդ՝ որոշումներն ընդունվում են կոնսենսուսով, երրորդ՝ մեզ համար կազմակերպության հեղինակությունը, արդյունավետությունը, կենսունակությունը չափազանց կարևոր նշանակություն ունեն: Որպես ՀԱՊԿ անդամ մենք հետաքրքրված ենք ուժեղ կազմակերպություն ունենալու հեռանկարով և մեր ներդրումն ենք ունենում այդ գործում»,- ասել է նա:
Զոհրաբ Մնացականյանը հավելել է, որ հայկական կողմը ՀԱՊԿ գլխավոր քարտուղարի լիազորությունները վաղաժամ դադարեցնելու գործընթաց է սկսել, քանի որ նրա հետ կապված կային ներքին բնույթի իրավական խնդիրներ: «Մենք դա արել ենք նրա համար, որ հենց սկզբից տարանջատենք կազմակերպությունը մեր ներքին խնդիրներից»,- մանրամասնել է ՀՀ ԱԳ նախարարի պաշտոնակատարը:
Նա շեշտել է, որ հայկական կողմի մոտեցումը միտված է կազմակերպության ընդհանուր գործունակության ապահովմանը, լայն իմաստով բոլոր 6 անդամների միջև կոնսոլիդացիայի ամրապնդմանը:
Անդրադառնալով հարցին, արդյոք Հայաստանը զրկվե՞լ է ՀԱՊԿ գլխավոր քարտուղարի պաշտոնում իր թեկնածուին առաջադրելու հնարավորությունից և ընդունվե՞լ է Հայաստանին ՀԱՊԿ գլխավոր քարտուղարի պաշտոնից զրկելու որոշում, Զոհրաբ Մնացականյանը բացասական պատասխան է տվել՝ ընդգծելով, որ կազմակերպությունում 6 իրավահավասար անդամ կա, իսկ որոշումներն այնտեղ ընդունվում են կոնսենսուսով:
