Արագաչափերի քանակը կարճ ժամանակում զգալիորեն կկրճատվի. կարծում է փոխոստիկանապետը
SOCIETYՀՀ ոստիկանությունը արագաչափերի տեղակայման անհրաժեշտությունը որոշելու համար պատրաստվում է մոնիտորինգ իրականացնել: Դրա արդյունքում արագաչափերի քանակը զգալիորեն կկրճատվի: «Արմենպրես»-ի հաղորդմամբ՝ այս մասին ԱԺ-ում ասաց ՀՀ ոստիկանության պետի տեղակալ Հովհաննես Քոչարյանը:
«Մենք այն կարծիքին չենք, որ արագաչափերի թիվը պետք է ավելանա: Հակառակը՝ վերջին շրջանում մեր ուսումնասիրությունների շրջանում եկել ենք այն եզրահանգման, որ պետք է մոնիտորինգ արվի արագաչափերի տեղակայման անհրաժեշտությունը որոշելու համար: Եվ վթարածին տեղանքներում, հաշվի առնելով երթևեկության անվտանգության նկատմամբ իրական սպառնալիքների առկայությունը, պետք է տեղադրվեն արագաչափերը: Կարծում եմ՝ շատ կարճ ժամանակում արագաչափերի քանակը զգալիորեն կկրճատվի»,-ասաց Քոչարյանը:
Նա նշեց, որ իրենք արևմտյան պետությունների փորձին ևս ծանոթ են: Ստացիոնար արագաչափերի պրակտիկան տարածում չունի, հակառակը՝ դրանք քողարկված են, որը ավելի արդյունավետ է անվտանգության հսկողության տեսանկյունից: Բայց Քոչարյանի կարծիքով՝ նման տարբերակին անցում կատարելը լրացուցիչ խնդիրներ կառաջացնի:
Նա նկատեց, որ ունենք օրինավոր վարորդների շատ մեծ թիվ: «70-80 տոկոսին համարում ենք օրինավոր վարորդներ, ովքեր պահպանում են կանոնները: Բայց, ցավոք, օրինավոր վարքի միակ պատճառը քաղաքացիական բարձր գիտակցումը չէ: Շատերի համար օրինավոր վարքի խթան է հանդիսանում վարչական պատասխանատվության նկատմամբ մտավախությունը: Եվ հսկողության թուլացման հարցում պետք է շատ զգուշավոր կերպով փոխենք քաղաքականությունը»,-ասաց ոստիկանապետի տեղակալը:
Նրա կարծիքով՝ պետք է անեն ոչ թե խստացում, սահմանափակումներ խորացում, այլ հավասարակշռության պահպանում, անհատական հանգամանքները ևս պետք է հաշվի առնեն»:
«Մենք կարծում ենք, որ կտրուկ փոփոխությունների ժամանակը եկել է, ակնհայտ է, որ տուգանային գործող սանկցիաներն այլևս չեն ապահովում այնպիսի արդյունք, որն ակնկալում է պետությունը և հասարակությունը: Դրա համար կառավարությունը նախաձեռնել է փոփոխություններ»,-եզրափակեց Քոչարյանը:
