SOCIETYՀայաստանի Հանրապետության 2019 թվականի բյուջեի նախագիծը իներցիոն է, հիմնված է այն չափանիշների վրա, որոնք ժառանգություն են ստացվել: Այս մասին Ազգային ժողովում իր ելույթում նշեց ՀՀ վարչապետի պաշտոնակատար Նիկոլ Փաշինյանը:
«Ընթացիկ քաղաքական քննարկումների որոշումների ազդեցություններն այս փուլում հաշվի առնված չեն, ինչը չի նշանակում, որ ցանկացած պահի դրանք հաշվի չեն առնվի և ներառվի: Այնուամենայնիվ, ես ուզում եմ ընդգծել, որ բյուջետային մեր քաղաքականության մեջ տեղի են ունեցել շրջադարձային փոփոխություններ»,- «Արմենպրես»-ի հաղորդմամբ, ասաց Նիկոլ Փաշինյանն՝ ավելացնելով, որ իրենց բյուջետային քաղաքականությունը կարելի է համարել աշխատանքի խրախուսման: Նիկոլ Փաշինյանի խոսքով, այս հարցն իրենց համար ունի խիստ կարևոր նշանակություն, որովհետև գործունեության ընթացքում, որպես հանրային փոփոխությունների կարևոր պայման, համարում են անհատական ջանքը: Ըստ նրա՝ երկրում չեն կարող տեղի ունենալ դրական փոփոխություններ, եթե դրանց հիմքում ընկած չէ անհատական ջանքը: Նա նշեց, որ երբ մինչ այժմ խոսվել է տնտեսական զարգացման, աճի մասին, նկատի է առնվել այն, թե ինչ-որ տեղից ինչ-որ խորհրդավոր մարդիկ, ընկերություն կգա զարգացնի պետությունը, կառավարությունն էլ կզբաղվի այդ ընկերությունների հետ հարաբերությունները կարգավորելու գործով:
«Մենք, տնտեսական աճ ասելով, նկատի ենք ունենում համընդհանուր ջանքի մեկտեղումը: Մեզ համար կարևոր է, որ տնտեսական կառուցվածքը փոխվի այնպես, որ դա լինի ներառող: Դա նշանակում է, որ մեր քաղաքական խնդիրն է յուրաքանչյուր անհատի համար ստեղծել տնտեսական գործունեությամբ զբաղվելու իրական հնարավորություն: Մենք այսօր համարում ենք, որ քաղաքական մակարդակում այդ խնդիրը լուծել ենք, Հայաստանում այլևս չկա մենաշնորհ, տնտեսական գործունեության սահմանափակ, ներմուծման, արտահանման արգելք: Ուրեմն, առաջիկա շրջանում կարևոր խնդիր է լինելու տնտեսական պայմանների ապահովումը, որպեսզի տնտեսական գործունության ցանկացած ձև լինի մատչելի բոլորի համար դե յուրե, և հնարավորինս շատ մեծ թվով մարդիկ ընդգրկվեն աշխատանքում»,-ասաց Նիկոլ Փաշինյանը:
