Կարծում եմ, որ շատ կարևորություն չպետք է տալ այդ չակերտավոր մեխանիզմին, հնարավոր է Ադրբեջանի կողմից զինադադարի խախտումները մեղմացել են, բայց չեմ կարծում, որ դա քաղաքականության փոփոխություն է: 

Այս մասին Tert.am-ի հետ զրույցում ասաց ՀՅԴ Հայ դատի և քաղաքական հարցերի գրասենյակի ղեկավար Կիրո Մանոյանը` անդրադառնալով ՀՀ վարչապետի պաշտոնակատար Նիկոլ Փաշինյանի և Ադրբեջանի նախագահ Իլհամ Ալիևի հանդիպումից հետո ստեղծված օպերատիվ կապին: «Տպավորությունս այն է, որ այդ երկխոսությունը պարոն Փաշինյանի նախաձեռնությունն է եղել, և այդ երկխոսությունն ինքնին կարող է դրական լինել»,-ասաց նա և որպես զինադադարի ռեժիմը ամրապնդելու երաշխիք կարևորեց Ալիևի համաձայնությունը ԵԱՀԿ լիազորությունների մեծացման, նկարահանող սարքերի տեղադրման առումով:

«Ադրբեջանի նախագահը, Հայաստանի վարչապետի հետ առանձին այս հարցը կարգավորելու փորձեր անելով, իրականում խուսափում է այն պարտավորություններից, որը ստանձնել է 2016 թվականի ապրիլից հետո Վիեննայի և Սանկտ-Պետերբուրգի հանդիպումների արդյունքում: Ադրբեջանի հիմնական նպատակը նախ այս պայմանավորվածություններից խուսափելն է և երկրորդ նպատակը քարոզչական է, որ ցույց տա, թե առանձին էլ կարող են խոսել»,- ասաց նա:

Ինչ վերաբերում է Հայաստանի շահին, ապա Կիրո Մանոյանն ասաց, որ Նիկոլ Փաշինյանը փորձել է ցույց տալ, որ ինքը կարող է Ալիևի հետ խոսել, պայմանավորվել, և այդ պայմանավորվածությունը իրականացվի: Նա նշեց, որ ինչ-որ տեղ Հայաստանի համար ևս քարոզչական է այս ամենը և այս պարագայում ավելի շատ ներքին լսարանին է ուղղված, իսկ Ադրբեջանի համար թիրախն արտաքին լսարանն է:

 
 


«Կարող է, որ փաստացիորեն նվազել են խախտումները Ադրբեջանի կողմից, բայց դա հարցի լուծում չէ, այսինքն՝ հուսամ, ճիշտ է պարոն Փաշինյանը, որ աշխատում է այդ մեխանիզմը, քանի որ չաշխատելու փաստը թանկ է լինելու, վստահ եմ, երկուսիս համար էլ»,-ասաց նա:

Կիրո Մանոյանը հիշեցրեց, որ նման մեխանիզմ սրանից առաջ ևս եղել է հենց ուղիղ Արցախի հետ: «Իրենք խուսափում են ուղիղ Ղարաբաղի հետ որևէ մեխանիզմ հաստատել, և կարծում եմ, որ Հայաստանն էլ չէր ցանկանա Արցախի շփման գծի խախտումների համար Հայաստանի հետ կապվել, այլ պետք է նախընտրեր, որ կապվեն Արցախի հետ, հիմա էլ անհրաժեշտ է դա պնդել: Կա պնդում, որ Արցախը՝ որպես լիիրավ կողմ, պետք է մասնակցի բանակցություններին, իսկ դրա ամենաուժեղ փաստարկն այն է, որ Արցախը ստորագրել է զինադադարի մասին պայմանագիրը»,-ասաց նա:

Անդրադառնալով Հայաստանում սպասվող արտահերթ խորհրդարանական ընտրություններին ընդառաջ սպասվող զարգացումներին՝ Կիրո Մանոյանն ասաց, որ վստահ չէ, որ Ադրբեջանը կցանկանար՝ իրավիճակ փոխվի, քանի որ իր շահը չկա այդտեղ, բայց  ընտրություններից հետո Արցախի հետ շփման գծին և բանակցություններում լարվածության փորձեր կկատարի:

«Ընտրություններից հետո ազգովի պետք է լրջանանք, որ մեր խնդիրները լուծենք, քանի որ Ադրբեջանը կարող է մեզ համար վտանգավոր վիճակներ ստեղծել: Բոլորն էլ հասկանում են, որ մինչև Հայաստանում իշխանություն չձևավորվի, չի կարելի պատկերացնել, թե ինչ-որ բան պետք է կատարվի բանակցությունների ուղղությամբ, բայց ընտրություններից հետո Ադրբեջանը կփորձի ԱՄՆ-ի և մյուսների միջոցով ճնշում գործադրել, բայց հաշվի առնելով իր կեցվածքը՝ դա իրեն չի հաջողվի»,-ասաց նա:
