Իրականությանը բավականաչափ մոտիկ է, որ Հայաստանում մենք՝ բոլորս, հակված չենք ռացիոնալ, արդյունավետ ու առարկայական աշխատանքի. Tert.am-ի հետ զրույցում նման տեսակետ հայտնեց տնտեսագետ Վարդան Բոստանջյանը՝ անդրադառնալով նոր կառավարության աշխատանքի խրախուսման քաղաքականությանը և մասնավորապես վարչապետ Նիկոլ Փաշինյանի այն հայտարարությանը, որ 350.000 մարդ ճռռում է, որ պահի 800.000 մարդու:

«Դա պետության համար ամենամեծ խնդիրներից է, երբ առանց աշխատանքի հայտնվում են  սպառման դաշտում»,-ասաց նա և օրինակ բերեց 1,5 մլրդ բնակչություն ունեցող Չինաստանը: «Չինաստանում մարդը ծնված օրվանից, գիտակից հասակից հասկանում է, որ պետք է աշխատի, ցավոք, մեզ մոտ կարծես այդ առումով ունենք դժվարություններ: Իհարկե,  հասկանալի է, որ դա պայմանավորված է ինչպես քաղաքացիներով, այնպես էլ պետության քաղաքականությամբ: Պետությունը պետք է գտնի միջոցներ, որ մարդիկ՝ վատագույն  դեպքում բոլոր նրանք, ովքեր, այսպես ասած, «ծույլ» են և հակված չեն ռացիոնալ ու արդյունավետ քրտնաջան աշխատանք կատարելու, իրենց կամքից  անկախ կարողանան հայտնվել աշխատանքային գործունեության տիրույթում: Եթե դու սկսում ես աշխատել անգամ ոչ արդյունավետ, ամեն դեպքում ստեղծում ես մի բան, իսկ չստեղծելով ու մտածելով միայն սպառման մասին՝ ակնհայտորեն մենք կունենանք աղքատության այն մակարդակը, ինչն այսօր պետականորեն գրանցված է»,-ասաց նա:

Միաժամանակ, ըստ նրա՝ պետական ամենաբարձր մակարդակով նման խնդիրը չի կարելի քաղաքացիների համար օղապարան դարձնել, փոխարենը պետք է գտնել այնպիսի մոտեցումներ և ձևեր, որ մարդն իր կամքից անկախ հայտնվի գործունեության դաշտում:

 
 
  

Տնտեսագետի խոսքով՝ դրան զուգահեռ պետք է կտրուկ կրճատել պետական ապարատում անարդյունավետ աշխատողների թիվը: «Պատկերացրեք պետական կառավարման համակարգը դարձել է աշխատանքի բավարարման տեղամաս, այսինքն՝ մի ստվար զանգված պարզապես պետական գանձապետարանից փող ստանալով և ոչինչ  չանելու պատրվակով է գտնվում, այսպես կոչված, «աշխատանքի»: Դրա համար  պետական կառավարման համակարգը պետք է կտրուկ փոքրացնել, բոլոր ազատվածների համար կողմնորոշիչ տեղ ստեղծել, զարգացնել, որ մարդիկ դառնան իսկապես չոր մասնագիտության տեր ինչ-որ գործունեություն իրականացնող»,-ասաց նա:  

Բոստանջյանն օրինակ բերեց, որ 1990 թվականին ձևավորված Գերագույն խորհրդի աշխատակազմը բաղկացած է եղել ընդամենը 240 հոգուց այն դեպքում, երբ պատգամավորների թիվը 260 է եղել: «Հիմա աշխատակազմը գերազանցում է 800-ը: Դրան գումարվել են պատգամավորների օգնականները: Ես անընդհատ բարձրացրել եմ այդ հարցը, ո՞վ է տեսել աղքատ երկրում այսպիսի ծառայողական մեքենաներ լինեն, վարորդներ, բենզին, քարտուղարուհիներ: Հասկանում եք, սրանք ծախսեր են, որ պետությանը բերում են բևեռացվածության: Հայտնվում են մի փոքր շերտ հարուստներ և մեծ շերտ աղքատներ: Հարկավոր է մեր գաղափարախոսությունը և սոցիալ-տնտեսական քաղաքականությունը ձևավորել այնպես, որ քաղաքացին ավտոմատ կերպով գտնվի ռացիոնալ, արդյունավետ գործունեության դաշտում»,-ասաց նա:
