ANALYSIS«Փաստ» օրաթերթը գրում է.
Առաջիկա խորհրդարանական ընտրություններում իշխանության հաղթանակը, կարծես թե, կասկածից վեր է նաև մասնակից ուժերի համար, ու այդ հանգամանքն ի գիտություն ընդունել են նույնիսկ իշխանության ամենամոլի քննադատներն ու ընդդիմախոսները: Այդ հանգամանքն ի գիտություն ընդունած ու ցուցանակ դարձրած են ընտրությունների գնում նաև իշխանության ներկայացուցիչները: Օրինակ, տարածքային կառավարման նախարար Սուրեն Պապիկյանը երեկ հայտնեց, որ նշանակվելու է նախընտրական շտաբի պետ ու իր հիմնական առաքելությունն է լինելու ընտրությունների ազատ և թափանցիկ անցկացումը: Այսինքն, իշխանական կուսակցությունը ընտրություններին գնում է ոչ թե հաղթելու համար, քանի որ արդեն ունի այդ հաղթանակի գիտակցումը, այլ ԿԸՀ–ի, Ոստիկանության գործառույթները ստանձնելու:
Ինչևէ: Անկախ ամեն ինչից, Փաշինյանի թիմի հաղթանակը առաջիկա ընտրություններում օրինաչափ է լինելու՝ հաշվի առնելով հեղափոխական տրամադրությունները: Խնդիրը, սակայն, այն է, որ բացառապես Փաշինյանի անձնական վարկանիշով պայմանավորված՝ հաղթանակի դափնիները սեփականաշնորհում են մարդիկ, ովքեր առանց Փաշինյանի որևէ հնարավորություն չէին ունենա հաղթելու՝ նույնիսկ ՏԻՄ մակարդակով: Խնդիրը, սակայն, ավելի խորքային է, քան որոշ իշխանական ներկայացուցիչների ամբիցիաներն ու Փաշինյանի վարկանիշով հոխորտալը:
Փաստացի թե՛ նախկինում, թե՛ հիմա Հայաստանում քաղաքական հիմնական ուժերը, մասնավորապես իշխանությունը կառուցվում է բացառապես մեկ անձի վրա: Մի դեպքում այդ անձի ազդեցությունը պայմանավորված է հեղինակությամբ, մյուս դեպքում՝ այլ գործոններով: Ցանկանը պայմանավորված է հեղինակությամբ, մյուս դեպքում՝ այլ գործոններով: Ցանկաթյուն, քան թիմի մյուս անդամները: Բայց Հայաստանում, ցավոք, քաղաքական լիդերներից բացի ազդեցություն կամ հեղինակություն որևէ մեկը չունի: Քաղաքական թիմեր չեն ձևավորվում՝ կա՛մ բացառապես լիդերի հաշվին ինքնադրսևորվելու հեշտ ճանապարհը նախընտրելու, կա՛մ էլ լիդերների կողմից ներքին մրցակությունն ու դրանից բխող հետևանքները բացառելու պատճառով: Երկու դեպքում էլ մենք ունենում ենք փակ ցիկլ, որտեղ կան ազդեցիկ լիդերներ, բայց չկան վերջիններիս պատասխանատվությունը, հաղթանակը, պարտությունը, բեռը կիսողներ, նրանց փոխարինողներ:
