Ռեյտինգային ընտրակարգն ընդամենը մի դետալ էր նախկին համակարգում: Այս մասին NEWS.am-ի հետ զրույցում նշեց քաղտեխնոլոգ Արմեն Բադալյանը:

Հարցին, թե նոր խորհրդարանն ավելի քաղաքակա՞ն պատկեր կունենա, թե՞ էլի շատ կլինեն գործարարները, հաշվի առնելով, որ ռեյտինգային ընտրակարգը մնացել է, նա պատասխանեց. «Հիմա գործարարները կմտնեն խորհրդարան, թե ոչ, կախված է նրանից, թե անցողիկ կուսակցությունները կհամաձայնե՞ն նրանց ընդգրկել իրենց ցուցակներում, թե ոչ: Թե որքանով ԱԺ-ն կլինի քաղաքական, կախված է մասնակից ուժերից: Եթե նրանք գնան եւ, մեղմ ասած, սխալ քարոզարշավ իրականացնեն, ինչպես արեցին Երեւանի ավագանու ընտրություններում, երբ ընտրությունները վերածեցին վերելակների, տանիքների վերանորոգման, աղբահանության խնդիրների մասին հայտարարությունների, ապա քաղաքական պատկեր չենք ունենա: Իսկ եթե քաղաքական բովանդակություն հաղորդեն իրենց ընտրարշավին, ուրեմն կլինի քաղաքական ընտրություն եւ քաղաքական խորհրդարան: Շատ հարցեր կախված են կուսակցությունների ղեկավարներից ու առաջադրված թեկնածուներից: Այստեղ մեղավորը ոչ թե ընտրական համակարգն է, այլ կուսակցության ղեկավարների ոչ ադեկվատ վարքը»:

Քաղտեխնոլոգը նշեց, որ յուրաքանչյուր կուսակցություն ռեյտինգային ընտրակարգով պետք է առաջադրի միջինը 130 թեկնածու, որոնցից անցողիկ պետք է լինեն կեսը. «Եթե կուսակցությունը 65 թեկնածու չի գտնում տեղերում առաջադրելու համար, նա չպետք է խոհրդարանում հայտնվի: Ինչ վերաբերում է ձայն բերող թեկնածու լինելուն, ապա եթե առաջ ձայն բերում էին ընտրակաշառքով, հիմա դու պետք է գտնես քաղաքական այն բովանդակությունը, որը քեզ ձայն կբերի, դրա համար պետք է ունենաս համապատասխան քաղաքական գիտելիքներ»,-ընդգծեց Արմեն Բադալյանը:
