«Փաստ» օրաթերթը գրում է.

Նախօրեին Ազգային ժողովում ունեցած ելույթի ընթացքում վարչապետի պաշտոնակատար Փաշինյանը նշեց, որ կան շատ մարդիկ, ովքեր պատրաստ չեն թողնել մասնավոր սեկտորն ու բարձր աշխատավարձը և տեղափոխվել պետական սեկտոր ավելի ցածր աշխատավարձով: Բնականաբար, տրամաբանական է, որ բարձր աշխատավարձը նախընտրելի է ցածրից: Բայց այս տրամաբանությունը գործում է ամբողջ աշխարհում, նույնիսկ ամենահարուստ երկրներում, որտեղ նույնպես մասնավոր սեկտորում աշխատավարձերն ավելի բարձր են, քան պետականում: Խնդիրը ոչ միայն աշխատավարձի չափն է, այլև մոտիվացիան և կանխատեսելիությունը: Հենց այս երկու բաղադրիչներն են, որ պետական ապարատում աշխատանքը, թեկուզև ավելի փոքր աշխատավարձով, նախընտրելի է մասնավոր սեկտորում աշխատանքից: 

Հայաստանում, ցավոք, քաղաքական համակարգն ու դրա կարևորագույն առանցք կազմող պետական ապարատը ժամանակի հետ չեն դարձել այդ երկու մոտիվացիոն բաղադրիչները սնուցող օղակներ: Մոտիվացիոն իմաստով լավ չի աշխատել սոցիալական սանդղակը, ըստ որի, մասնագիտական որակների հաշվին այս կամ այն կադրը հնարավորություն չի ունեցել իր ուժերի ու մասնագիտական հմտությունների հաշվին աճել: Միաժամանակ քաղաքական անկանխատեսելիությունը բերել է պետական համակարգում աշխատանքի անկանխատեսելիությանը, երբ կապված համակարգի փոփոխության հետ՝ միջին և ցածր օղակների աշխատողները նույնիսկ հայտնվել են աշխատանքը կորցնելու վտանգի առաջ:

Ցավոք, այս առումով անկանխատեսելիության գործոնը բարձր է ոչ միայն պետական սեկտորում, այլև մասնավորում, թեկուզև ոչ այդքան բարձր չափաբաժնով: Ի վերջո, կանխատեսելի համակարգերը, լինեն դրանք մասնավոր, թե պետական սեկտորում, ամրապնդվում են քաղաքական կանխատեսել իության հաշվին, որից մենք հեռու ենք եղել թե՛ նախկինում, թե՛ հիմա: Սա միգուցե առաջին հայացքից, այսպես ասած, տեսական խնդիր կարող է թվալ, բայց իրականում գործնական նշանակություն ունեցող ու բազմաթիվ ոլորտներ ներառող խնդիր է, ու կանխատեսելիության միտում ունեցող քաղաքական մշակույթը այս խնդրի լուծման առաջնային բանալիներից մեկն է:
