POLITICSԿԲ նախկին նախագահ, տնտեսագետ Բագրատ Ասատրյանը ԱՎԾ-ի հրապարակած Սոցիալ-տնտեսական վիճակը բնութագրող նախնական տվյալներում թե՛ դրական, թե՛ բացասական միտումներ է տեսնում։
Նա Tert.am-ի հետ զրույցում նշեց, որ ընդհանուր առմամբ տնտեսության զարգացման պոզիտիվ կորը պահպանվել է, թեև անհանգստացնող երևույթներ կան։
«Օրինակ՝ գյուղատնտեսությունը անկում է ապրել, ի դեպ, այս միտումը նաև անցյալ տարի էր նկատվում։ Մյուս նկատառումը, որը կարելի է բացասականների թվին դասել, որը նաև բացասական ազդեցություն է թողնում տնտեսական ակտիվության և ՀՆԱ-ի սպասվող աճի տեմպերի վրա, արդյունաբերության աճի տեմպերի նվազումն է։
Եթե գլոբալ ենք խոսում, ապա քաղաքական դաշտում հեղափոխական ուժն իր հստակ հայտարարությունն արել է, տեսանելի և նպատակասլաց կերպով գնում են խնդիրների լուծմանը, որոնք հռչակվել են հեղափոխության ժամանակ։ Այսօր կարող ենք ասել, որ մենք հեղափոխության արդյունքում տնտեսական դաշտում կորուստներ չունեցանք»,- ասաց նա։
Ասատրյանը նկատեց, որ տնտեսական քաղաքականության մեջ անորոշություն կա, քանի որ ավելի շատ իներցիայով առաջ շարժվելու միտում է նկատվում։
Տնտեսագետն ընդգծում է, որ Կառավարության անդամները փորձում են պահել եղածը, դրա վրա ավելացնեն իրենց դրականը։ Տնտեսագետի կարծիքով՝ այս քաղաքականությունը հակադրվում է հեղափոխական տրամադրություններին ու խոստումներին, իսկ հասարակությունը սպասումներ ունի և երկար սպասել չի կարող։ Նրա խոսքով՝ դեռևս չի գտնվել ճանապարհը, որը կբավարարի հասարակության սպասումները։
Հարցին՝ որն է այսօրվա տնտեսական քաղաքականությունը, Ասատրյանը պատասխանեց․ «Դժվար է հասկանալ, որովհետև չկա։ Տնտեսական քաղաքականությունը 5-7 ասպեկտ ունի, որոնցից 1-2 ասպեկտը տեսանելի է, թե ինչ են ուզում իշխանությունները, բայց հարկաբյուջետային քաղաքականությունը և այլն դժվար է հասկանալ, ծախսային քաղաքականությունն էլ դժվար է հասկանալ, զուտ ընդհանուր խոսակցություններ են։ Այ, երբ տեսնենք, թե ինչ Հարկային օրենսգիրք է գալիս, ինչ նպատակներ են դրվում, ինչ լուծումներ, ինչ ճանապարհներ և այլն, քաղաքականությունն արդեն հստակ կլինի»։
Բագրատ Ասատրյանը գտնում է, որ այսօր կա քաղաքական ղեկավարությունը, ում ինքը դրական է վերաբերվում, սակայն բացակայում է քաղաքական թիմը․ «Որպես այդպիսին՝ թիմ չկա, տնտեսական թիմ ընդհանրապես չկա, ինձ մեկ-մեկ թվում է, թե չեն ընկալում, թե ինչ խնդիր է դրված, կամ թե ինչ խնդիրներ իրականում կան։ Ոչ թե հեղափոխական պաթոսով գնանք, ջարդենք, և այլն, այլ ձեռնամուխ լինենք առկա խնդիրները լուծելու, օբյեկտիվ գնահատական տանք այն իրողություններին, որոնց հետ մենք բախվել ենք, որոնց հետ բախվել է մեր հասարակությունն ու տնտեսությունը։ Նախաձեռնողականություն, ակտիվություն չկա, իսկ առանց դրա հաստատ առաջ չենք գնա, կարող է ոգևորության ալիքի վրա 1-2 հաջողություն ունենանք, բայց համակարգային, լուրջ զարգացում չի լինի»։
