«Փաստ» օրաթերթը գրում է.

Ազգային ժողովում երեկվա ելույթի վերջնամասում վարչապետի պաշտոնակատար Փաշինյանը խոսեց հանրահավաքային տեղական դրսևորումների մասին: Խոսքը մասնավորապես առանձին գյուղերում ու քաղաքներում ցույցերի մասին է, որտեղ պահանջում են գործող համայնքապետերի հրաժարականները: Փաշինյանը մի կողմից կոչ արեց գործող համայնքապետերին հրաժարական տալ ու գնալ արտահերթ ընտրությունների, եթե վստահ են, որ ընտրված են ու վայելում են ժողովրդի վստահությունը: Մյուս կողմից՝ Փաշինյանը կոչ արեց ցուցարարներին թուլացնել նյարդային վիճակը երկրում և ձեռնամուխ լինել հրաժարականի պահանջին, եթե կարող են համայնքում բնակիչների թվի կեսի չափ ստորագրություն հավաքել: Վարչապետի պաշտոնակատարը խոստացավ, որ եթե համապատասխան թվով ստորագրություններ ուղարկվեն կառավարություն, ապա իրենք անձամբ կզբաղվեն այդ գործով:

Ելութի այս հատվածից զատ հատկանշական է նաև նախօրեին Լենա Նազարյանի դեմ Ֆեյսբուքում սկսված արշավը: Նազարյանը հայտարարել էր, որ պետք չէ վաղը ընտրել Փաշինյանին՝ բնականաբար նկատի ունենալով, որ դա է ԱԺ լուծարման միակ օրինական մեխանիզմը: Հանրության մի ստվար հատվածին, բնականաբար, դուր չէր եկել ձև ա կեր պու մ ը , ո ւ առանց բովանդակության մեջ խորանալու սկսվել էր Նազարյանի դեմ ցանցային ինտենսիվ գրոհ:

Առաջին հայացքից վերոնշյալ երկու պարբերություններում շարադրվածները իրար հետ կապ չունեն: Բայց միայն առաջին հայացքից: Իրականում, սակայն, իշխանություններն այժմ ստիպված են առերեսվել այն իրողության հետ, որի ձևավորման ակունքներում են: Ամբոխավարության մեդալը երկու կողմ ունի, և եթե մեդալի մի կողմում հասարակական ճնշման բանեցումն է քաղաքական նպատակահարմարությունից ելնելով, ապա մեդալի մյուս կողմում արդեն գործարկված հանրային տրամադրություններին դիմակայելն է: Հնարավոր չէ այդ տրամադրությունները գործարկել ու արգելակել ուզածդ պահին: Գործարկել հնարավոր է, բայց արգելակել՝ ոչ: 

Ընդ որում, քաղաքական տրամաբանությունը հուշում է, որ արդեն թափ հավաքած հասարակական էյֆորիայի առաջին թիրախը դառնում են հենց այդ էյֆորիան հրահրողները:

Այս իմաստով վարչապետի պաշտոնակատարի ելույթի վերջնամասը բավական խորհրդանշական բնույթ ունի: Դրանով արձանագրվում է էյֆորիայի ու այն հարուցողների միջև հակադրության առկայությունը, միաժամանակ Փաշինյանը փորձում է այդ հակադրությունից դուրս գալ փափուկ մեթոդներով, առայժմ փափուկ մեթոդներով: Հուսանք, որ կստացվի ժամանակին արգելակել քաղաքականության բացառապես ամբոխային ընկալումն ու տեղափոխվել ավելի համակարգային հուն: Ըստ էության հենց այդ մեսիջն էր պարունակում Փաշինյանի ելույթն ընդհանրապես:
