«Փաստ» օրաթերթը գրում է.

Հրազդան և Էջմիածին քաղաքներում սպասվող քաղաքապետի ընտրությունները դարձել են յուրատեսակ փորձաքար արտահերթ խորհրդարանական ընտրությունների նախաշեմին: Այդ ընտրությունների կարևորությունը պայմանավորվում է ոչ թե դրանց բովանդակությամբ, ներքին ինտրիգներով, այլ նախընտրական քարոզարշավի շուրջ ծագած տեղեկատվական աղմուկով: Ինտրիգ, ըստ էության, երկու ընտրություններում էլ չկա, քանի որ մի դեպքում առաջադրվել է Նիկոլ Փաշինյանի աջակցություն ունեցող քաղաքապետի պաշտոնակատարը, մեկ այլ դեպքում՝ Սասուն Միքայել յանի որդին: Սակայն, երկու դեպքում էլ կան խնդիրներ վարչական ռեսուրսների օգտագործման հետ կապված: 

Կայքերից մեկի հետաքննող մի լրագրող զանգահարել էր Հրազդանի դպրոցներից մեկի տնօրենին և, ներկայանալով որպես Սասուն Միքայել յանի օգնական, հարցրել, թե քանի հոգի նա կարող է բերել Սևակ Միքայել յանի քարոզարշավին: Ձայնագրությունը հայտնվել էր համացանցում: Մեկ այլ ձայնագրություն էլ, որտեղ Էջմիածնի քաղաքապետի պաշտոնակատարի հայրը զանգահարել ու սպառնացել էր իր դստեր հասցեին համացանցով քննադատություն հայտնած մի օգտատիրոջ, ևս հայտնվել էր համացանցում: Զուգահեռ նաև արձանագրվել էին խախտումներ կապված քարոզչական պաստառների ու նյութերի հետ կապված:

Չցանկանալով խորանալ նախընտրական քարոզարշավի վերոնշյալ դրվագների մեջ՝ կցանկանայինք խոսել մեկ այլ, ավելի ընդհանրական երևույթի մասին: Փաստացի, բարձրագույն իշխանության կողմից հայտարարվում է, որ ընտրությունները լինելու են ազատ և թափանցիկ, բայց արդեն տեղերում, նույն այդ իշխանության ուղղակի կամ անուղղակի հովանավորությունը վայելողները դա կամ չեն հասկանում, կամ հասկանում են, բայց վարվում են այնպես, ինչպես նախկինում՝ սովորույթի ուժով: Ակնհայտ է, որ, օրինակ, Երևանի ավագանու ընտրությունների նախընտրական շրջանը չնայած անցավ բավական սուր քաղաքական հռետորաբանության պայմաններում, բայց օրինականության առումով որևէ խնդիր չհարուցեց, քանի որ գտնվում էր երկրի ղեկավարության անմիջական ուշադրության կենտրոնում, ընդ որում, ուշադրության կենտրոնում՝ նաև ֆիզիկական իմաստով: 

Ստացվում է, որ Երևանից հնչող մեսիջները, ընդհուպ մեսիջներն առ այն, որ, օրինակ, քաղաքականության մեջ հայրերի և որդիների սկզբունքը բացառվելու է, տեղերում մեկնաբանում են բոլորովին այլ կերպ՝ գուցե մտածելով, որ Երևանում կամ այդ մասին չեն իմանա, կամ աչք կփակեն դրա վրա:

Ակնհայտ է, որ երկու տեղական ընտրությունների դեպքում էլ իշխանությունը խնդիր ունի արագ կարգի հրավիրելու իր տեղական ներկայացուցիչներին և առանց այն էլ երաշխավորված հաղթանակի գնալ արժանապատվորեն՝ օրինակելի ընտրություններ ու քարոզարշավ երաշխավորելով: Այլապես կարող է ստացվել, որ հեղափոխությունը տեղի է ունեցել միայն Երևանում, իսկ մարզերում շարունակվում է նախկին արատավոր ավանդույթը, պարզապես այն տարբերությամբ, որ նախկինում մոտիվացիայի և էլեկտորատի մոբիլիզացիայի գործիքը փողն էր, իսկ հիմա հակահեղափոխության մասին սպառնալիքները, Փաշինյանի մտերիմ լինելն ու ապրիլ–մայիս ամիսներին Երևանում փողոց փակելու մասին հիշատակումները:
