«Երեկ ՀՀ Աժ առաջին ընթերցմամբ քվեարկեց և ընդունեց «ՀՀ Տավուշի մարզի Դիլիջան քաղաքային համայնքի և հարակից տարածքների զարգացման և ներդրումների խրախուսման մասին» օրենքի նախագիծը: Մինչ քվեարկությունը ԲՀԿ խմբակցության ղեկավար Նաիրա Զոհրաբյանը հայտարարեց, որ իրենք ձեռեպահ են քվեարկել: Բայց հետո պարզվեց, որ ՀՀ երկրորդ նախագահ Ռոբերտ Քոչարյանի հետ ունեցած անձնական կապերով հայտնի ԲՀԿ-ականներ Վահե Հովհաննիսյանը, Ստեփան Մարգարյանն ու Էլինար Վարդանյանը կողմ էին քվեարկել նախագծին:
«Ժողովուրդ»–ի տեղեկություններով նրանց կողմ քվեարկության համար խնդրել են Ռ. Քոչարյանի գրասենյակից: Ինչպես հայտարարեց Աժ պատգամավոր Նիկոլ Փաշինյանը, այդ օրինագծի ուժի մեջ մտնելուց հետո Դիլիջանը և հարակից տարածքները փաստացի կանցնեն գործարար Ռուբեն Վարդանյանի «IdеА» հիմնադրամի տիրապետման տակ: Հիշեցնենք, որ այդ հիմնադրամը ղեկավարում է ՀՀ նախկին փոխվարչապետ Արմեն Գևորգյանը, որը համարվում է Քոչարյանի ամենահավատարիմ մարդկանցից մեկը, և նրանց միջև իմ ու քոն չկա»,–գրում է թերթը։
