«Համագործակցություն հանուն ժողովրդավարության» ՀԿ նախագահ, քաղաքագետ Ստեփան Դանիելյանը օբյեկտիվ է համարում այն միտումները, որ բոլոր քաղաքապետերը, գյուղապետերը, կառավարության անդամները, գործարարները ձգտում են անդամագրվելու Քաղաքացիական պայմանագիր կուսակցությանը: Ըստ նրա՝ այստեղ հարցն այն է, թե ՔՊ-ն ինչքանով կարող է խուսափել հերթական իշխանության կուսակցության վերածվելուց:

Tert.am-ի հետ զրույցում քաղաքագետը համաձայնեց, որ կա միտում, ինչպես ժամանակին շատ ՀՀՇ-ականներ անդամագրվեցին ՀՀԿ-ին, այնպես էլ շատ ՀՀԿ-ականներ  իշխանությունում տեղ գտնելու համար կփորձեն անդամագրվել ՔՊ-ին:

«Թե որքանով ՔՊ-ն կամք կունենա դա թույլ չտալու և չվերածվելու ՀՀԿ-ի, արդեն կախված է իրենցից, իրենց հոգեբանությունից և որոշակի կառուցվածքային փոփոխություններից: Եթե նրանք կարողանան դա անել՝ չեն վերածվի, բայց  համենայնդեպս միտում կա»,-ասաց նա:

Ստեփան Դանիելյանի խոսքով՝ օբյեկտիվ պատճառները մի քանիսին են. «Առաջինը հանրության հոգեբանության մեջ է, և´ գործարարները, և´ գործազուրկ մարդիկ ուզում են դառնալ ՔՊ անդամ, աշխատանք գտնել հին սովորության համաձայն, պայմանավորվածությունների միջոցով և բիզնես շահերն առաջ տանել, այսինքն՝ դա այն մթնոլորտն է, որը գոյություն ունի հասարակության մեջ: Մյուս կողմից, ՔՊ-ն արդյոք կգնա՞ կառուցվածքային փոփոխությունների, և օրինակ՝ արտահերթ ընտրություններից հետո վարչապետը հրաժարվի կուսակցության ղեկավար լինելուց»,-ասաց նա:  

Հաջորդ պահանջվող քայլերից է այն, թե արդյոք ՔՊ-ն ընտրություններին մասնակցության ցուցակները կկազմի՞ բաց-հրապարակային՝ կուսակցության անդամների մասնակցությամբ, և նրանք կընտրե՞ն կուսակցության անդամների տեղերը ցուցակում: «Այսինքն՝ արդյոք ներկուսակցական ժողովրդավարության էլեմենտներ կլինեն, թե ոչ»,-ասաց նա և նշեց, որ դա պարզ կլինի մոտակա ժամանակներում:

Հաջորդ կարևոր դիտարկումը, ըստ քաղաքագետի, այն է, որ տեսնում ենք նշանակումներ են լինում, որոնց հանրությունը միանշանակ չի ընկալում: «Մասնավորապես՝ Սյունիքի մարզպետի նշանակումը, արդյոք մենք կտեսնե՞նք, թե կուսակցության անդամները կամ կառավարության անդամները նույնպիսի կարծիք կհայտնե՞ն, որ իրենք էլ համաձայն չեն, թե վերևից եկող որոշումներն իրենց համար միանշանակ են, այսինքն՝ ներկուսակցական վերևի խաղացողների միջև դեբատները հանրային կլինեն, թե ոչ»,-ասաց նա:

Ըստ այդմ էլ Ստեփան Դաինելյանը նշեց, որ այդ պարագայում ՔՊ-ն ունի զարգացման երեք տարբերակ՝ կա´մ հստակ աշխարհայացք է որդեգրում ու դրա հիման վրա պետության զարգացման նախագիծ է ներկայացնում` կարճաժամկետ, միջնաժամկետ և երկարաժամկետ բաժիններով,  կա´մ այդ զանգվածը սկսում է կոռուպցիայով զբաղվել, ինչը մեծ մոբիլիզացիոն պոտենցիալ ունի, կա´մ էլ այդ մարդկային զանգվածը կփլուզվի ցեմենտող նպատակի, նախագծի ու գաղափարի բացակայության պատճառով:
