Որևէ կասկած չկա, որ արտահերթ խորհրդարանական ընտրությունները կենսական նշանակություն ունեն երկրում ստեղծված քաղաքական աղճատված մթնոլորտը առողջացնելու առումով: Ի վերջո, իշխանությունը չի կարող ֆորմալ գտնվել մի ուժի ձեռքում, իսկ իրականում՝ լրիվ այլ ուժի: Սա հղի է երկիշխանության համար պարտադիր հանդիսացող վտանգներով, վտանգներ, որոնք գուցե հիմա տեսանելի չեն, բայց կարող են տեսանելի լինել հետագայում, երբ արդեն ուշ կլինի: Այս իմաստով քաղաքական համակարգի կիսատությունից ազատվելու միակ ելքը խորհրդարանական արտահերթ ընտրություններն են, որոնց արդյունքներով արդեն Փաշինյանը կընտրվի վարչապետ, կունենա ավելի ամբողջական իշխանություն:

Սակայն արտահերթ խորհրդարանական ընտրությունների շուտափույթ անցկացման անհրաժեշտության հարցը չպետք է ստեղծի տպավորություն, թե մենք ընտրում ենք նոր ու որակապես այլ խորհրդարան: Հեղափոխությունից հետո ցանկացած ընտրություն կրում է առավելապես սիմվոլիկ բնույթ: Այս իմաստով սպասվելիք խորհրդարանական ընտրությունները ևս կարևոր են լինելու ոչ թե այն բովանդակությամբ, որ կունենանք ընտրության արդյունքներով, այլ բուն ընտրության փաստով, որը թույլ կտա ավարտին հասցնել հեղափոխության հերթական ցիկլը, ամբողջացնել իշխանությունն ու դրանից բխող պատասխանատվությունը մեկ ուժի ձեռքերում:

Շատ ենք խոսել այն մասին, որ Հայաստանում քաղաքական դաշտը մայիսյան իշխանափոխությամբ, ըստ էության, զրոյացվել է ու հիմա քաղաքական դաշտը ինքնակառուցվում է նոր էջից: Երևանի ավագանու ընտրությունները այս իրողությունն առավել քան ակնհայտ դարձրին: Բայց այս իրողությունն ակնհայտ դարձավ ոչ միայն ընտրությունների արդյունքներից վհատված ուժերի, այլև հենց իշխանության համար: Ակնհայտ է, որ չնայած դոմինանտ դիրքերին, իշխանությունը ևս ունի կուսակցություն դառնալու խնդիր: Ֆորմալ, իհարկե, այն կուսակցություն է ՝ ՔՊ-ի տեսքով: Բայց իրականում այն, ինչ հիմա ունենք, կարելի է անվանել Նիկոլ Փաշինյանի գործընկերների ու համակիրների ակումբ: Եվ խորհրդարանական ընտրություններում հաղթելու է հենց այս ակումբը՝ դրանից բխող հետևանքներով, երբ նոր խորհրդարանի մեծամասնությունը ներկայացնող պատգամավորները լինելու են ոչ թե կուսակցական գաղափարների ու ծրագրերի կրողներ, ոչ թե հայտնվելու են խորհրդարանում, որովհետև, օրինակ, կարողացել են ներկուսակցական դեբատներում հաղթել, այլ որովհետև վայելում են Փաշինյանի համակրանքն ու վստահությունը ՝ այս կամ այն չափաբաժնով:

Հաշվի առնելով այս իրողությունը՝  կարող ենք վստահաբար պնդել, որ ինչքան էլ արտահերթ խորհրդարանական ընտրությունների փաստը կենսական լինի, դժվար է սպասել, որ մենք կունենանք բովանդակային առումով այլ որակի պառլամենտ: Անհնար է ունենալ այդպիսի պառլամենտ, քանի դեռ չկա կայացած քաղաքական դաշտ, կայացած կուսակցական համակարգ: Այս երկու կոմպոնենտների կարևորությունը առաջիկայում կդառնա խնդրահարույց հարց, երբ հեղափոխական ընթացքը կմտնի առավել խաղաղ հուն ու բովանդակությունը ավելի կարևոր կդառնա:
