«Փաստ» օրաթերթը գրում է.

Թե՛ Երևանի ավագանու ընտրություններին նախորդող ժամանակաշրջանում, թե՛ հիմա, երբ ակտիվ քննարկվում է արագընթաց կերպով արտահերթ խորհրդարանական ընտրություններ անցկացնելու տարբերակը, քաղաքական ուժերից շատերը հնչեցնում են բավականին տարօրինակ մի մտահոգություն առ այն, որ իրենց պատրաստվելու համար ժամանակ է պետք: Տարօրինակ է այս մտահոգությունն այնքանով, որ քաղաքական ուժն ու կուսակցությունն, ըստ էության, այլ անելիք, քան մշտապես ընտրություններին պատրաստ լինելն է, չունեն: Ավելի շուտ,  դա իրենց անօտարելի անելիքն է:

Իհարկե, որոշակի տեխնիկական պատրաստության ժամանակ պետք է, բայց հենց դրա համար էլ այս կամ այն ընտրության օրը հայտարարվում է նախապես, մեկ –մեկուկես ամիս առաջ, ինչը պետք է լիովին բավարար լինի քաղաքական ուժերի համար: Հայաստանում, սակայն, կուսակցությունների մեծ մասը ընտրությունից ընտրություն է իր կուսակցական ֆունկցիոնալությունը գործի դնում:

Եվ այս իմաստով՝ ժամանակ խնդրելը բավական ազնիվ ինքնախոստովանություն է առ այն, որ Հայաստանի կուսակցական դաշտը, մի քանի բացառություններով, պատրաստված չէ ընտրական գործընթացին: Իսկ ընտրական գործընթացին պատրաստ լինել նշանակում է ամենօրյա, շարունակական ռեժիմով մոբիլիզացված պահել մարզային ու համայնքային շտաբները, ճանաչել սեփական էլեկտորատի հնարավոր սահմանները, աշխատել այդ էլեկտորատի հետ:

Հայաստանում, ցավոք, միայն ընտրությունից ընտրություն են քաղաքական ուժերը զբաղվում կուսակցական գործունեությամբ, իսկ մնացած ժամանակ նրանք զբաղված են այդ ընտրության արդյունքում ստացած մանդատները, իսկ մեծամասնության դեպքում՝ ուղղակի քվեները իրենց անձնական ու խմբային շահերին ծառայեցնելով, այդ թվում՝ հետագայում այս կամ այն ուժի թևի տակ տեղավորվելով: Այս իմաստով՝ հնչող մտահոգությունները, թե ընտրությանը պատրաստվելու համար կուսակցություններին ժամանակ է պետք, մի կողմից ազնիվ ինքնախոստովանություն է, մյուս կողմից՝ մտահոգող փաստ ու ահազանգ, որ կուսակցություն հասկացության շուրջ կա լուրջ տարընթերցում, և նոր քաղաքական համակարգի կայացման համար առնվազն պետք է սկսել հասկացությունները հստակեցնելուց ու տարընթերցումները սրբագրելուց:
