Հայաստան-ԵՄ նոր համաձայնագրի շուրջ բանակցությունները կարող են սկսվել աշնանը

Հայաստան-Եվրամիություն շրջանակային նոր համաձայնագրի շուրջ բանակցությունների մեկնարկն, ամենայն հավանականությամբ, կտրվի այս տարվա աշնանաը: Այս մասին հայտնեց ՀՀ-ում Եվրամիության պատվիրակության գործերի ժամանակավոր հավատարմատար Դիրկ Լորենցը՝ «Ռոուզ Ռոթ» 89-րդ սեմինարի ժամանակ պատասխանելով ՀՀ ԱԺ պատգամավոր Թևան Պողոսյանի հարցին:
Նա դժվարացավ խոսել հստակ ժամկետների մասին: «Միշտ էլ դժվար է խոսել վերջնաժամկետների մասին, երբ գործ ունենք բանակցությունների հետ: ԵՄ-ի կողմից կարող եմ հաստատել, որ մենք անպայման ուզում ենք սկսել բանակցություններ նոր շրջանակային համաձայնագրի վերաբերյալ, ինչպես Ռիգայի գագաթնաժողովի ժամանակ արդեն ասվել է: Ինչպես ասաց Ձեր արտաքին գործերի նախարարը, Հայաստանը ևս ուզում է շուտ սկսել այդ գործընթացը, այդ հարցում մենք համակարծիք ենք: Բայց բոլորս էլ գիտենք, որ ամառը թեժ է ոչ միայն քաղաքական, այնպես էլ եղանակի առումով ինչպես Հայաստանում, այնպես էլ Բրյուսելում: Կարծում եմ`ավելի իրատեսական կլինի, որ ամառվա շոգերը ավարտելուն պես կարողանանք սկսել բանակցությունները»,- նշեց Դիրկ Լորենցը` ավելացնելով, որ հետագա ընթացքն էլ կախված կլինի բանակցությունների ժամանակ հնչող տեսակետներից, որոնք հնարավոր չէ ճիշտ կանխագուշակել:
Նա արդյունավետ համարեց 2014 թվականի նոյեմբերից մինչև այս տարվա մարտ-ապրիլ երկկողմ կատարված աշխատանքը: «Այդ համաձայնագիրը շատ հոդվածներ է ներառում և հավելվածներ: Մենք խոսում ենք ավելի քան 1000 էջի մասին: Մենք տեխնիկական մակարդակով լավ փոխըմբռնման ենք հասել, և եթե այս կերպ շարունակենք, բանակցությունները կարելի է մի քանի հանդիպումից հետո ավարտել բավականին սեղմ ժամկետներում: Բայց երբեմն, իհարկե, մանրամասներն են խանգարում, դրա համար ժամկետների մասին ոչինչ ասել չեմ կարող»,-հավելեց Դիրկ Լորենցը:
Եվրամիության ու Հայաստանի միջև նոր շրջանակային համաձայնագրով նախատեսվում են ոչ միայն քաղաքական, այլև առևտրին ու ներդրումներին փոխգործակցության կանոններ: Փաստաթղթղում արտացոլված են լինելու ոլորտներ, որոնք չեն կարգավորվում Առևտրի համաշխարհային կազմակերպության կամ Եվրասիական տնտեսական միության կանոններով, օրինակ ներդրումների կամ գնումների ոլորտը, ինչի շնորհիվ Հայաստանի շուկան ավելի ազատ ու բաց կլինի: Նոր շրջանակային համաձայնագրի տարբերությունը Խորը ու համապարփակ ազատ առևտրի գոտու համաձայնագրից կլինի այն, որ նոր փաստաթուղթը արտոնություններ չի նախատեսելու:
