Հայաստանի Հանրապետության ոստիկանության անձնագրային և վիզաների վարչության պետ Մնացական Բիչախչյանը պարզաբանում է ներկայացրել  1in.am կայքում հրապարակված «Յոթ հոգանոց ընտանիքն ընտրողների ցուցակում չկա» վերտառությամբ հոդվածի վերաբերյալ: Ինչպես հաղորդում է «Արմենպրես»-ը, Մնացականյան Բիչախչյանը «Ֆեյսբուք»-ի իր էջում կատարել է հետևյալ գրառումը.

«1in.am կայքում հրապարակվել է տեսանյութ, համաձայն որի քաղաքացիները ներկայացել են 7/44 ընտրական տեղամաս քվեարկությանը մասնակցելու համար, սակայն դժգոհել են, երբ տեսել են իրենց տվյալները չկա ցուցակում։ Տեսանյութից հստակ երևում է, որ հանձնաժողովի նախագահը նրանց առաջարկում է ներկայանալ անձնագրային ծառայություն պարզաբանում ստանալու համար։
Կապ հաստատեցինք հանձնաժողովի նախագահի հետ, ով չկարողացավ որևէ տվյալփոխանցել։ 1in.am կայքի աշխատակիցները նույնպես չկարողացան տվյալներ փոխանցել, քանիոր քաղաքացիները հեռացել են տեղամասից, առանց անհատական տվյալներ թողնելու։Մալաթիայի անձնագրային ծառայություն նույնպես չեն դիմել նման հարցով։ Տեսանյութիցակնհայտ է, որ ընտրողների ցուցակներում նման կատեգորիայի անձանց ընդգրկելը իրավաչափչէ, քանի որ Երևանի ավագանու ընտրություններին մասնակցելու համար պետք է ՀՀքաղաքացին Երևանում ունենա քվեարկության օրվա դրությամբ 6 ամիս և ավելի հաշվառում։Քաղաքացիները փոխել են իրենց բնակության վայրը, վաճառելով բնակարանը և մնացելհաշվառման մեջ։ Այսինքն, չեն կատարել օրենքով սահմանված՝ նոր բնակության վայրում 7-օրյաժամկետում հաշվառվելու պարտականությունը։ Արդյունքում բնակարանի նոր սեփականատերըդիմել և նախկին բնակիչներին հանել է հաշվառումից։ Ըստ այդմ, չեն բավարարել Երևանում 6 ամիս և ավելի ժամկետով անընդմեջ հաշվառում ունենալու պահանջին»։
