POLITICSԵրևանի ավագանու ընտրությունների առաջնային ազդեցությունն այն է, որ պարզ է դառնալու, թե քաղաքական նոր իրավիճակում քաղաքական ուժերի հարաբերակցության պատկերն ինչպիսին է։ Այսօր լրագրողների հետ զրույցում նման հայտարարություն արեց քաղաքական մեկնաբան Հակոբ Բադալյանը՝ հավելելով, որ դա, իհարկե, վերջնական ճշգրիտ պատկերը չի լինի։
«Մոտավորապես պարզ կլինի, թե քաղաքական նոր ստատուս քվոն տոկոսային ինչ պատկեր ունի՝ հաշվի առնելով նաև այն, որ սա իրավիճակին առավելագույնս ամենամոտ ծանոթանալու առաջին հնարավորությունն է։ Իհարկե, իր դերը խաղալու է նաև թավշյա հեղափոխության չավարտված պրոցեսը, որը, բնականաբար, իր հետքն է թողելու թե՛ հասարակական տրամադրությունների, թե՛ դրանց արտահայտման վրա, ինչը նորմալ գործընթաց է»,- ասաց նա։
Բադալյանը կարծում է, որ բոլորի համար հասկանալի է, որ դասական իմաստով քաղաքական պայքարի փուլը չի եկել, բայց նշեց, որ դրան կհասնեն խորհրդարանական ընտրությունների ժամանակ։
Հարցին՝ այն, որ խորհրդարանում մեծամասնություն ունեցող ուժը չի մասնակցում ընտրության, քաղաքական պատկերը չի՞ աղճատում, Բադալյանը պատասխանեց․ «Պառլամենտի պատկերն է աղճատված, որովհետև դուրս է այն քաղաքական իրականությունից, որը ձևավորվել է ապրիլից հետո, հետևաբար, խորհրդարանում այս պատկերի շարունակություն ստանալու խնդիրն է դրված։ Այս առումով տարօրինակ պատկեր է, քանի որ որևէ մեծամասնություն չկա, իսկապես, մենք չգիտենք՝ որ ուժն է պառլամենտի մեծամասնությունը։ Սա շատ հետաքրքրիր է մեր Սահմանադրության ու օրենքների տրամաբանությունից, որովհետև կա հստակ մեծամասնություն ձևավորելու ձև, բայց մենք հիմա դա էլ չունենք, ինչն ինքնին պատճառ է, որ լինի խորհրդարանական արտահերթ ընտրություն»։
Քաղաքական մեկնաբանը համոզված է, որ ՀՀԿ-ն խորհրդարանում ոչ միայն դե ֆակտո մեծամասնություն չէ, քանի որ, ըստ նրա, հեղափոխությունից հետո ՀՀԿ խմբակցությունում պարզապես տարբեր խմբեր են մնացել, որոնք պահի թելադրանքով դեռևս մնում են նույն խմբում։
«Պահի թելադրանքով ու իներցիայով են մնում նույն խմբում, թեպետ, մենք տեսանք, որ շատերը չմնացին նույն խմբում։ Սա էլ ժամանակավոր երևույթ է, որը քաղաքական պրոցեսների զարգացման հետ մեկտեղ կբերի զարգացումեր հենց ՀՀԿ-ի ներսից»,- եզրափակեց Հակոբ Բադալյանը։
