«Սերմերի գործակալություն» ՊՈԱԿ-ում 66.8մլն դրամի չափով սերմացուների փչացման, 15.6 մլն դրամի չափով՝ պակասորդներ են հայտնաբերվել. հարուցվել է քրեական գործ

ՀՀ գլխավոր դատախազության պետական շահերի պաշտպանության վարչության կողմից իրականացված ուսումնասիրությամբ պարզվել է, որ ՀՀ կառավարության 2017թ. մարտի 19-ի որոշմամբ, ՀՀ-ում գարնանացան ցորենի, հնդկացորենի, ոլոռի, սիսեռի, գարնանացան գարու, եգիպտացորենի, առվույտի և կորնգանի արտադրության զարգացման 2017 թվականի ծրագրի շրջանակներում` ՀՀ  գյուղատնտեսության նախարարին հանձնարարվել է «Սերմերի գործակալություն» ՊՈԱԿ-ին թույլատրել ծրագիրն իրականացնելու համար օգտագործել 612.779.084 դրամ` 1.710 տոննա առաջին վերարտադրության սերմացուներ ձեռք բերելու նպատակով:

Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ գլխավոր դատախազության հանրային կապերի բաժնից, նույն որոշման համաձայն` ՀՀ մարզերի համար նախատեսված, սակայն հողօգտագործողների կողմից վճարունակ պահանջարկի բացակայության պատճառով չիրացված սերմացուների հետագա պահպանության և դրանց իրացման աշխատանքների պատասխանատվությունը ևս վերապահվել է «Սերմերի գործակալություն» ՊՈԱԿ-ին՝ 2018 թվականի գարնանը հողօգտագործողներին հատկացնելու նպատակով:

Ուսումնասիրությամբ պարզվել է, որ ՊՈԱԿ-ի պաշտոնատար անձանց կողմից ծառայության նկատմամբ անբարեխիղճ կամ անփույթ վերաբերմունքի հետևանքով չեն կատարվել կամ ոչ պատշաճ է կատարվել վերը նշված ծրագրով ձեռք բերված, սակայն հողօգտագործողների կողմից վճարունակ պահանջարկի բացակայության պատճառով չիրացված սերմացուների հետագա պահպանությունը: Մասնավորապես, ՊՈԱԿ-ի կողմից ձեռք բերված, սակայն 2017-2018 թվականներին չիրացված սերմացուների խմբաքանակը՝ ընդհանուր շուրջ 736 տոննա, պահեստավորվել է վարձակալված, ոչ մասնագիտացված պահեստներում, որոնք հարմարեցված չեն եղել գյուղատնտեսական մշակաբույսերի սերմերի երկարատև պահպանության համար, չեն ունեցել խոնավության, ջերմության կարգավորման հնարավորություն, ապահովված չեն եղել շրջակա միջավայրի հետ հնարավոր շփումներից: Դրա հետևանքով պետական բյուջեի միջոցներով ձեռք բերված ընդհանուր շուրջ 66.782.900 դրամի 229 տոննա սերմացուների խմբաքանակները կորցրել են ցանքային որակը, վարակվել են ամբարային վնասատուով և դարձել են հետագա օգտագործման համար ոչ պիտանի:

Բացի այդ, պահեստներում կատարված գույքագրման արդյունքներով արձանագրվել է ընդհանուր առմամբ շուրջ 15.656.000 դրամի` 30,4 տոննա գարու, ցորենի և առվույտի սերմացուների պակասորդներ:

Նկատի ունենալով, որ արձանագրված խախտումներն առերևույթ պարունակում են առանձնապես խոշոր չափերով հափշտակություն և անզգուշությամբ ծանր հետևանքներ առաջացրած պաշտոնեական անփութություն կատարելու հանցագործության հատկանիշներ՝ ՀՀ գլխավոր դատախազության պետական շահերի պաշտպանության վարչությունում ՀՀ քրեական օրենսգրքի 179-րդ հոդվածի 3-րդ մասի 1-ին կետով և 315-րդ հոդվածի 2-րդ մասով հարուցվել է քրեական գործ: Նախաքննություն կատարելու հանձնարարությամբ քրեական գործն ուղարկվել է ՀՀ քննչական կոմիտե:

Միաժամանակ նմանատիպ խախտումները հետագայում բացառելու, դրանց պատճառների և պայմանների վերացման ուղղությամբ անհրաժեշտ միջոցներ ձեռնարկելու նպատակով միջնորդագիր է ներկայացվել ՀՀ գյուղատնտեսության նախարարություն:

Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
