Դավիթ Հարությունյանը մանրամասնել է կայուն մեծամասնության վերաբերյալ սահմանադրական դրույթը

Սահմանադրության նոր նախագծում խորհրդարանում ուժերի հարաբերակցության վերաբերյալ կայուն մեծամասնության մասին դրույթն, ըստ ՀՀ Սահմանադրական բարեփոխումների մասնագիտական հանձնաժողովի անդամ, Կառավարության աշխատակազմի ղեկավար-նախարար Դավիթ Հարությունյանի սխալ է մեկնաբանվում եւ տարակարծությունների տեղիք տալիս: «Կայուն մեծամասնությունը սխալ է մեկնաբանվում: Կայուն մեծամասնության վերաբերյալ առավելագույն տոկոսը եղել է 54 տոկոսը, որը ամրագրել է Իտալիան եւ այդ հասկացությունը ծագել է, որովհետեւ 50+1-ի պարագայում միշտ պետք է հաշվի առնել, որ լինում են դեպքեր, երբ կարող է փոխվել իշխանության դերակատարությունը` մի մարդ հիվանդացավ, կամ մեկը եղավ գործուղման: Նպատակն այն է, որ երբ ժողովուրդը իշխանություն է տալիս տվյալ ուժին, այդ ուժն իսկապես ստանձնի պատասխանատվություն որոշումների համար: «Կայուն մեծամասնություն» հասկացությունն այդտեղից է ծագել: Բայց այն հեռու է 60 տոկոսից: Այդ մտահոգությունը տեղին չի»,-սահմանադրական փոփոխությունների վերաբերյալ քննարկման ժամանակ ասաց Հարությունյանը` հավելելով, որ մի շարք դրույթների առնչությամբ Սահմանադրության նոր նախագիծը հետաքրքրական կարգավորում է մտցրել: «Պատկերացրեք` չկա երկրորդ փուլ, եւ խորհրդարանում որեւէ կուսակցություն չունի մեծամասնություն: Այդ կուսակցությունները պետք է ձեւավորեին կոալիցիա: Այդ գործիքը կա Սահմանադրության մեջ, եւ եթե ուժերն ի վիճակի են ձեւավորել կոալիցիա Õ �ւ բաժանել միմյանց միջեւ դերերը, թող դա անեն: Երկրորդ փուլի կարիքը կզգացվի, եթե ադ մեխանիզմը չգործի: Ես չէի ցանկանա, որ Հայաստանը հայտնվեր Բելգիայի կարգավիճակում, երբ այդ երկրում ամիսներ շարունակ կառավարություն չէր ձեւավորվում, եւ ամիսներ շարունակ երկիրը ղեկավարվում էր նախորդ տարիների բյուջեներով: Մենք այն վիճակում չենք, որ մեզ նման բան թույլ տանք: Սահմանդրությունը չի գրվում աբստրակտ երկրի համար, այն գրվում է կոնկրետ իրավիճակ ունեցող պետության համար»,- ասաց Հարությունյանը:
Հայաստանում 2013 թվականից քննարկվում է սահմանդրական փոփոխությունների հարց: Ստեղծվել է հանձնաժողով, որն էլ ներկայացրել է սահմանադրական փոփոխությունների նոր նախագիծը, որը էականորեն տարբերվում է 2005 թվականին ընդունած փաստաթղթից: Մասնավորապես, նոր փաստաթղթով կփոխվի Հայաստանի կառավարման համակարգը, և Հայաստանը խառը` կիսանախագահական համակարգից կանցնի խորհրդարանական կառավարման համակարգի մոդելին: Սահամանադրության փոփոխության վերաբերյալ հանրաքվեն կկայանա դեկտեմբերի 6-ին:
