Աշխատանքային միգրանտների ազատ տեղաշարժի մեխանիզմների մշակումը՝ ԵԱՏՀ նիստի օրակարգում

Միգրացիոն քաղաքակության ընդհանուր հարցերն էին այսօր տեղի ունեցած  Եվրասիական տնտեսական հանձնաժողովի (ԵԱՏՀ) խորհրդատվական կոմիտեի 6-րդ նիստի օրակարգում, որին կմասնակցում էին ԵԱՏՄ անդամ պետություններ Բելառուսի Հանրապետության,  Ղրղզստանի,  Ղազախստանի, Ռուսաստանի Դաշնության իրավասու մարմինների ներկայացուցիչները:

Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ տարածքային կառավարման և զարգացման նախարարության միգրացիոն ծառայությունից, ՀՀ տարածքային կառավարման և զարգացման փոխնախարար Վաչե Տերտերյանը լրագրողների հետ զրույցում նշել է, որ հանձնաժողովը գործում է ընդհանուր Եվրասիական տնտեսական միության համատեքստում, որում միգրացիոն քաղաքակությունը գլխավոր հիմնահարցերից մեկն է, իսկ մասնավորապես աշխատանքային միգրացիան կարևորագույն թեմա է: «Քաղաքական որոշումներ չեն կայացվում, բայց դրանց համար հիմք են դառնում»,- ասել է նա՝ նկարագրելով աշխատանքային քննարկումից մինչև իրավական կարգավորում ընկած շղթան:

«Քննարկումների առանցքում աշխատանքային միգրանտների ազատ տեղաշարժման մեխանիզմների մշակումն է, իսկ այդ լուծումները մեզ համար շատ կարևոր են՝ հաշվի առնելով մեր աշխատանքային միգրացիայի մեծ ծավալները»,-նշել է Վ. Տերտերյանը՝ որպես հիմնական ուղղություն նշելով Ռուսաստանի Դաշնությունը, իսկ բարելավման կարիք ունեցող ուղղություններից՝ աշխատանքային միգրանտի իրավունքները, ստաժը, հետագայում կենսաթոշակին վերաբերող գործընթացները, բժշկական օգնությունը, անվտանգությունը, իրավաբանական հարցերը:

ՀՀ ՏԿԶՆ միգրացիոն ծառայության պետ Արմեն Ղազարյանը ևս կարևորել է աշխատանքային քննարկումների ձևաչափը՝ նշելով.  «Եվրասիական տնտեսական հանձնաժողովի միջոցով մեզ հասնում են ընդհանուր գործընթացների այն հատվածները, որոնք այս կամ այն կերպ չեն համապատասխանում Եվրասիական միության իրավաբանական  կարգավորումներին: Երկարատև պրոցես է սա՝ շղթայական քննարկումների արդյունքում են որոշումներ կայացվում»: Իսկ հայաստանյան աշխատանքային միգրացիայի օրինափափությունների վերաբերյալ Ղազարյանը նշել է, որ վիճակագրություն հնարավոր չէ գեներացնել, քանի որ քիչ չեն դեպքերը, երբ կարճաժամկետ միգրանտը տեղում զբաղվածության հարց է լուծում և վերածվում աշխատանքային միգրանտի, իսկ այս պրոցեսը վերահսկելու մեխանիզմներ չկան:

ԵԱՏՀ Տնտեսական և ֆինանասական քաղաքականության հարցերով հանձնաժողովի անդամի օգնական Ալիև Սամատը և աշխատանքային միգրացիայի և սոցիալական պաշտպանության բաժնի փոխտնօրեն Օլեգ Արտամոնովը ներկայացրել են հանձնաժողովի առաջարկը՝ որոշակի տևողությամբ աշխատանքային պայմանագրերի առկայության պարագայում միգրանտին շնորհել կացության իրավունք: Անդամ երկրների պատվիրակությունները ներկայացրել են բարձրացված հարցի վերաբերյալ գործող տեղական ընթացակարգերը, աշխատանքային միգրանտի իրավունքներն ու սահմանափակումները, փաստաթղթավորման կարգերը: Մասնավորապես հայկական կողմը՝ ՄԾ պետ Արմեն Ղազարյանի գլխավորությամբ, կողմ է արտահայտվել մեկ ընդհանուր կարգավիճակ ստեղծելու գաղափարին Միության ամբողջ տարածքում:  

Նիստի  օրակարագում, ի  թիվս  այլ հարցերի, քննարկվել են նաև «ԵԱՏՄ-ի մասին» 2014թ. մայիսի 19-ի համաձայնագրում փոփոխություններ և լրացումներ կատարելու վերաբերյալ կողմերի պետությունների ներկայացրած առաջարկությունների հետ կապված հարցեր:
