Հին նմուշի անձնագրերի տրամադրման ժամկետը երկարաձգվում է ոչ թե երկու, այլ մեկ տարով

ՀՀ կառավարության 1998 թվականի դեկտեմբերի 25-ի թիվ 821 որոշմամբ նախատեսված՝ այսպես կոչված, հին նմուշի անձնագրերի տրամադրման ժամկետը երկարաձգվում է՝ 2019 թ. հունվարի 1-ի փոխարեն սահմանելով մինչև 2020 թ. հունվարի 1-ը՝ չնայած նրան, որ առաջարկվում էր հետաձգել երկու տարով:

Ինչպես փոխանցում է «Արմենպրես»-ը, այդ մասին օրենսդրական նախագծերի փաթեթն  արժանացավ կառավարության հավանությանը:

Ոստիկանապետ Վալերիյ Օսիպյանը նշեց, թե «ՀՀ քաղաքացու անձնագրի մասին» և «Նույնականացման քարտերի մասին» ՀՀ օրենքներով սահմանված է, որ հին նմուշի անձնագրերը ՀՀ քաղաքացիներին տրամադրվելու են մինչև 2019 թվականի հունվարի 1-ը, ինչը ենթադրում է, որ հունվարի 1-ից հետո ՀՀ քաղաքացիներին կարող են տրամադրվել բացառապես կենսաչափական անձնագրեր: 

«2017 թ. հունվարի 1-ին ավարտվել է Հայաստանի Հանրապետության կենսաչափական անձնագրերի և նույնականացման քարտերի համակարգը սպասարկող և բլանկներ մատակարարող Լեհական PWPW ընկերության հետ կնքված պայմանագրի գործողության ժամկետը: Մինչդեռ ՀՀ-ում կենսաչափական անձնագրերի և նույնականացման քարտերի թողարկման, արդիականացված ավտոմատացված համակարգի ներդրման, սպասարկման և փոխանցման նպատակով կոնցեսիայի պայմանագիր կնքելու համար գնման ընթացակարգը դեռևս ավարտված չէ: Հայտարարված մրցույթի իրականացման և հաղթող կազմակերպություն ունենալու դեպքում համակարգի հետագա տեխնիկական շահագործումն ապահովելու նպատակով դեռևս լրացուցիչ ժամանակ կպահանջվի, ուստի նպատակահարմար է ՀՀ քաղաքացիներին հին նմուշի անձնագրեր տրամադրելու ժամկետը երկարաձգել: Այն թույլ կտա առանց խոչընդոտների ապահովել  մրցույթի կայացումից հետո նույնականացման քարտերի և կենսաչափական անձնագրերի նոր բլանկների ձեռքբերման, համակարգի ամբողջական գործարկման և լիարժեք սպասարկման աշխատանքները»,- «Արմենպրես»-ի փոխանցմամբ, ասաց Օսիպյանը:

Փոխվարչապետ Մհեր Գրիգորյանն անհամաձայնություն հայտնեց ժամկետը երկու տարով հետաձգելու հետ կապված, և հենց նրա առաջարկով ժամկետը հետաձգվեց մեկ տարով: Ըստ նրա, երկու տարով հետաձգելու պարագայում բարեփոխումների ողջ շղթան, այդ թվում թվայնացման գործընթացները կանգնեցվում են:

Արտաքին գործերի նախարար Զոհրաբ Մնացականյանն էլ հավելեց, որ երկար ժամանակով հետաձգման պարագայում ԵՄ-ի հետ վիզաների ազատականացման խնդրի հետ կապված ևս խնդիրներ կառաջանան:

Իր հերթին, Վալերիյ Օսիպյանն ասաց, որ հետաձգման հարցը հիմնականում պայմանավորված է ֆինանսների, ինչպես նաև ծրագիրն իրականացնող ընկերության մրցույթի անցկացման հետ:

«Առաջարկում եմ նախագիծն ընդունենք, սակայն պետք է աշխատել թեմայի վրա, հասկանալ հնարավորությունները: Ընթացքում կոնկրետ լուծումներ առաջարկեք, որպեսզի բալանսավորված մոտեցման գանք»,- ասաց Վարչապետ Նիկոլ Փաշինյանը:

Ակնկալվում է, որ փոփոխությունը հնարավորություն կտա մինչև կենսաչափական անձնագրերի  համակարգի նոր մատակարար ընկերության լիարժեք աշխատանքը՝ ապահովել ՀՀ քաղաքացիների անձը հաստատող փաստաթղթերի տրամադրման գործընթացը:
