Վրաց-ադրբեջանական «սառը պատերազմը» թափ է հավաքում

Գագիկ Համբարյանը Ֆեյսբուքյան իր էջում գրում է.

Մեկ ամսից ավել է, ինչ բավական սրվել են Բաքվի և Թբիլիսիի հարաբերությունները։ Պատճառը՝ վրացական իշխանությունների ցանկությունն է երկրի գազի ոլորտում տիրող մենաշնորհային դիրք զբաղեցնող՝ ազերիական SOCAR-ի հետ մեկտեղ տեսնել նաև այլ որևէ կազմակերպության և դիվերսիֆիկացնել գազի շուկան։ Օրինակ՝ ռուսական «Գազպրոմին»։ Սակայն վրացական իշխանությունների այս ցանկությունը սվիններով ընդունվեց Բաքվում։ Ալիևյան ԶԼՄ-ները մեղադրեցին վրացական իշխանություններին Ադրբեջանին ԴԱՎԱՃԱՆԵԼՈՒ մեջ։ Ազերիական մեկնաբանները և քաղաքագետները այս ամենում մեղադրում են Վրաստանի նախկին վարչապետ Բ.Իվանիշվիլիին, Հայաստանին և Մոսկվային, որոնք իբրև թե «գազային պատերազմ» են սկսել Բաքվի դեմ։ Ի.Ալիևն իր գրպանային վերլուծաբանների միջոցով ահաբեկում է վրացական իշխանություններին։ Գործի դրվեց նաև Վրաստանում մեծ դիրք ունեցող «հինգերորդ շարասյունը»՝ ի դեմս նախկին նախագահ Միխեիլ Սաակաշվիլու և նրա կուսակիցների, որոնք սնվելով Իլհամ Ալիևի ձեռքից և կատարելով նրա պատվերը ուղղակի հարձակման ենթարկեցին Իրակլի Ղարիբաշվիլու կառավարությանը՝ մեղադրելով վերջինիս դավաճանության և ռուսների հետ բանակցություններ վարելու մեջ։ Փողկապակեր Սաակաշվիլին մոռանում է, որ իր ջանքերի շնորհիվ Վրաստանն ընկավ թուրք-ազերիական տանդեմի վերահսկողության տակ և գրեթե կորցրեց անկախ արտաքին քաղաքականություն վարելու հնարավորությունը։ 2008 թ-ին Հարավային Օսիայում պատերազմ սանձազերծելուց առաջ Սաակաշվիլիի մոտ ընկեր Ի.Ալիևն ուշադիր հետևում էր նրա քայլերին՝ երազելով, որ այդ արկածախդրության հաջողության դեպքում նույն բանն էլ անելու էր Արցախում։ Սակայն Սաակաշվիլին պարտվեց, իսկ Ի.Ալիևն էլ չեկավ օգնության։

Հատկանաշական է, որ Վրաստանի էներգետիկայի նախարար Կ.Կալաձեն «Գազպրոմի» հետ բանակցությունների մասին լուրը մեկնաբանելիս Բաքվի լաչառներին հասկացրել էր, որ Վրաստանը ավելի լավ է գազ գնի ռուսական ընկերությունից, քան Ադրբեջանից, որը ինքն ունի սեփական բնակչությանը գազով ապահովելու խնդիր և իր կարիքները հոգալու համար նույնպես գազ է գնում նույն «Գազպրոմից»։ Այսինքն, ըստ տկարամիտ Ալիևի, եթե ինքը գազ է գնում ռուսներից և այն վերավաճառում վրացիներին՝ դա շատ նորմալ է, իսկ եթե վրացիները փորձում են այդ նույն գազը, առանց ազերի միջնորդների գնել Մոսկվայից՝ ապա դա դավաճանություն է։ Իրոք, վրացական կառավարությունը դավաճանում է սեփական ժողովրդին, որ գերադասում է ավելի շատ հաշվի առնել Բաքվի, քան սեփական բնակչության շահերը։

Այսօր Թբիլիսի էր ժամանել ակ և կարա կոյունլուների սուլթան Ի.Ալիևը՝ վերջնականապես բոլոր հարցերին պատասխանելու համար։ Վրացական իշխանությունների հետ բանակցություններից հետո Ի.Ալիևն ամպագորգոռ հայտարարել է, որ Ադրբեջանն ի վիճակի է մոտակա 100 տարում ապահովել իր, Վրաստանի և Եվրոպայի գազի պահանջարքը։ Այո, ոչ ավել, ոչ՝ պակաս։ Ի.Ալիևը, ով Տրանսկասպյան գազատարի շինարարության համար գազ է ման գալիս Թուրքմենստանում և Ղազախստանում այդ գազատարը «լցնելու» համար, հիմա էլ հայտարարում է, որ այնքան գազ ունի, որ կարող է նույնիսկ Եվրոպային բավարարել։ Սակայն ազերիական ԶԼՄ-ները շատ երկար չկարողացան հրարտանալ սեփական սուլթանի ՍՏԵՐՈՎ։ Վրաստանի էներգետիկաի նախարարի քիչ առաջ արած հայտարարությունը «սառը ցնցուղ» էր Բաքվի համար։ Կ.Կալաձեն մեկնաբանելով Ի.Ալիևի հայտարարությունն ասել էր. «Ի.Ալիևը այդ ամենն անելիս ի նկատի ՉԻ ՈՒՆԵՑԵԼ կոմերցիոն գազը»։ Այսինք, Կալաձեն բացահայտել է, որ ՍՏԱԽՈՍ է նաև Ադրբեջանի նախագահն ու կրկին հասկացրել, որ Բաքուն այդքան ԳԱԶ ՉՈՒՆԻ, որ բավարարի Թբիլիսիի պահանջարկը։

Հուսով եմ, որ պաշտոնական Թբիլիսիին կհաջողվի թոթափել թուրք-ազերիական տանդեմի լուծը, որը ՄԵԾ ՆԵՐԴՐՈՒՄ ունի Թբիլիսիի և Մոսկվայի հարաբերությունները խառնելու գործում։
