«Եկամտահարկի տոկոսադրույքն իջեցնելու առաջարկ առաջինը «Ծառուկյան» դաշինքն է արել, ինչը մերժվել է ԱԺ–ի կողմից». «Փաստ»

«Փաստ» օրաթերթը գրում է.

Երեկ վարչապետ Նիկոլ Փաշինյանը ֆեյսբուքյան ասուլիսի ժամանակ խոսելով եկամտային հարկման համակարգի մանրամասների մասին՝ նշեց, որ առաջարկվող փոփոխությունների երկու տարբերակ կա: Առաջինի համաձայն, առաջարկվում է հարկվող երեք (մինչև 150 հազար դրամ, 150–ից 2 մլն դրամ և 2 մլն դրամից ավելի) շեմերը փոխարինել երկուսով, իսկ 150 հազար դրամ աշխատավարձի շեմը բարձրացնել 250 հազար դրամի: Այսինքն ունենանք մինչև 250 հազար և 250 հազարից ավելի շեմեր: Այդ դեպքում առաջարկվում է մինչև 250 հազար դրամ աշխատավարձի շեմի դեպքում հարկման ենթակա տոկոսադրույքը նվազեցնել մինչև 20 %–ի, իսկ 250 հազարից ավելի շեմի դեպքում եկամտահարկի տոկոսադրույքը սահմանել 25 %: Երկրորդ առաջարկը վերաբերում էր հարկերի համահարթեցմանը, այսինքն՝ վերացնել հարկման դրույքաչափերի շեմերն ու տարբերությունները և, անկախ այն հանգամանքից, թե որքան է աշխատավարձի չափը, հարկման տոկոսը սահմանել 23 %: Այսինքն, երկրորդ տարբերակի դեպքում առաջարկվում է համահարթեցնել ինչպես եկամտահարկն, այնպես էլ շահութահարկը, ինչը տնտեսվարողներին կօգնի ոչ միայն զերծ մնալ տարբեր խուճուճ ու անհասկանալի թվաբանություն իրականացնելուց, այլև այդ պատճառով սխալվելու և հարկայինի մահակների տակ չընկնելու հավանականությունից:

Տնտեսագետ Վարդան Բոստանջյանը «Փաստ» օրաթերթի հետ զրույցում անդրադառնալով ներկայացված տարբերակներին՝ նշեց, որ նախընտրելի տարբերակը համահարթեցման ճանապարհով գնալն է: Ինչ վերաբերում է եկամտահարկի շեմերն իջեցնելու առաջարկին, ապա դեռ տարիներ առաջ նման առաջարկ «Ծառուկյան» դաշինքն է ներկայացրել, ինչը, ցավոք, խորհրդարանի կողմից մերժվել է:

««Ծառուկյան» դաշինքը, ի դեմս Միքայել Մելքումյանի, եկամտահարկի շեմերն իջեցնելու վերաբերյալ օրենսդրական նախաձեռնությամբ հանդես եկավ, որը Ազգային ժողովի կողմից չընդունվեց: Այսինքն, Հայաստանի Հանրապետությունում գոյություն ունեցող աղքատության նման մակարդակի և ցածր եկամուտների պայմաններում եկամտահարկի շեմի իջեցման քայլը դրական է, և ես ողջունում եմ: Դրա արդյունքում քաղաքացիների եկամուտները որոշակիորեն կբարձրանան: Ինչ վերաբերում է և՛ համահարթեցմանը, և՛ եկամտային հարկի տոկոսադրույքը 20 %–ից ավելի շատ իջեցնելուն, ապա դա հնարավոր չի լինի, քանի որ պետական բյուջեի գրեթե 40–%–ը ծախսվում է սոցիալական խնդիրները լուծելու համար, որտեղ մեծ բաժին է ընկնում կենսաթոշակներին: Այսինքն, եկամտահարկը 20 %–ից ավելի շատ իջեցնելը հղի է անկանխատեսելի հետևանքներով: Եվ դա կբերի նրան, որ բազմաթիվ առաջնահերթ ու կարևորագույն պետական գործառույթներ հնարավոր չի լինի իրականացնել: Ինչ վերաբերում է եկամտահարկի համահարթեցմանը, ապա թե՛ մասնագիտական, թե՛ սոցիալական հարցերի լուծման տեսանկյունից ճիշտ է, որը պետք է հաշվարկվի 20–23 %–ի չափի սահմաններում: Այդ չափը հիմնավոր է ընդունված և իրատեսական է»,– ասաց Վ. Բոստանջյանը:
