Քննչական կոմիտեի ղեկավարությունը հանդիպում է ունեցել հասարակական մոնիտորինգի խմբի հետ

Սեպտեմբերի 5-ին Հայաստանի Հանրապետության Քննչական կոմիտեի նախագահ Հայկ Գրիգորյանի գլխավորությամբ տեղի ունեցավ հասարակական մոնիտորինգի խմբի հետ առաջին հանդիպումը:

Հիշեցնենք, որ դեռևս հուլիսի 4-ին՝ ՀՀ ՔԿ-ն հայտարարություն էր տարածել՝ հասարակական մոնիտորինգի խումբ ստեղծելու վերաբերյալ, որը հնարավորություն կունենա ուսումնասիրել զինծառայողների մահվան գործերով վիճահարույց քրեական գործերի նյութերը և հանրությանը ներկայացնել համապատասխան եզրակացություն։

Հասարակական մոնիտորինգի խմբի առաջին հանդիպման ժամանակ ՀՀ ՔԿ նախագահ Հայկ Գրիգորյանը շնորհակալություն հայտնեց հասարակական կազմակերպություններին՝ ՔԿ-ի հայտարարությանն արձագանքելու և մոնիտորինգի խմբում ընդգրկվելու համար ցուցաբերած հետաքրքրության համար:

«Ես ուզում եմ, որ մենք բոլորս հասկանանք և վստահ լինենք, որ բարիկադների տարբեր կողմերում չենք և մեր միակ նպատակն է յուրաքանչյուր քրեական գործով բացահայտել անձանց և մեղավորներին ենթարկել պատասխանատվության:Քննիչը շահագրգիռ կողմ է գործի բացահայտման գործում: Միաժամանակ գիտակցում եմ, որ առանձին քրեական գործերով հանրության մոտ կան չփարատված կասկածներ և հենց այդ պատճառով է, որ մեր նախաձեռնությամբ ստեղծվել է հասարակական մոնիտորինգային խումբ»,- ընդգծեց ՔԿ նախագահը:

Քննչական կոմիտեի ղեկավարը նկատեց, որ վերջին տարիներին հանցագործությունների բացահայտման գործում որոշակի դրական առաջընթաց է նկատվում՝ միաժամանակ ընդգծելով բացթողումների մասին:

Հասարակական մոնիտորինգի խմբի հետ հանդիպման ժամանակ ի թիվս այլ հարցերի քննարկվեց նաև նախորդ տարիներին զինծառայության ընթացքում տեղի ունեցած մահվան մի շարք դեպքեր, որոնց քննության վերաբերյալ հասարակության շրջանում կան չփարատված կասկածներ:

Պայմանավորվածություն ձեռք բերվեց  հաջորդ հանդիպումը կազմակերպել առաջիկա տասն օրվա ընթացքում, որի ժամանակ ՀԿ-ները հանդես կգան առաջարկություններով՝ խմբի աշխատանքները կազմակերպելու վերաբերյալ:

Նշենք, որ հասարակական մոնիտորինգի խմբում ընդգրկվել են այն հասարակական կազմակերպության անդամները, որոնք արձագանքել էին ավելի վաղ Քննչական կոմիտեի կողմից տարածված հայտարարությանը:
