«Փաստ» օրաթերթը գրում է.
Երևանի ավագանու ընտրությունը, կրկնում ենք՝ ավագանու, շեշտում ենք՝ ավագանու, ոչ թե քաղաքապետի, ոչ թե քաղաքապետի տեղակալի, ոչ թե այս կամ այն վարչության պետի, այլ Երևանի ավագանու ընտրությունը, ինչպես և ցանկացած ընտրություն, լինելու է մասնակցող քաղաքական ուժերի համար թիմային աշխատանքի դրսևորման լավագույն հնարավորություն: Ընդ որում՝ այս ընտրություններում հաղթելու է հենց թիմային աշխատանքը:
Ավելին՝ հաղթել ասելով նույնիսկ նկատի չունենք շատ կամ քիչ ձայներ հավաքելը, այլ զուտ գործընթացի կազմակերպվածությունն ու տրամաբանվածությունը: Մենք կարող ենք ամենատարբեր հարցերում, մակարդակներում, գործողություններում քննադատել նախկին իշխանություններին կամ կոնկրետ ՀՀԿ–ին, սակայն նրանք, գործունեության ուղղությունը մի կողմ թողնելով, ցուցաբերում էին թիմային աշխատանքի լավագույն օրինակները: Այսօր Երևանի ավագանու ընտրությունների նախօրեին, մեկ–երկու բացառությամբ, թիմային աշխատանք չի զգացվում, ավելին՝ միտում է նկատվում ընդհանրապես ստորադասել ավագանին հնարավոր քաղաքապետի անձին:
Սա թերևս վատագույն մոտեցումն է, քանի որ բացի նրանից, որ հեղինակազրկվում է ավագանին որպես կառույց, միաժամանակ հսկայական պատասխանատվության բեռ է դրվում թեկնածուների ցուցակի առաջին համարի վրա: Իրականում պետք է խոստովանենք, որ Երևանի կառավարումը մեկ անձի հնարավորությունների տիրույթում չէ՝ անգամ ֆիզիկական իմաստով, Երևանը սովորական քաղաք չէ, այլ երկրի առնվազն մեկ երրորդը՝ իր բոլոր չափորոշիչներով, ուստի և մայրաքաղաքի արդյունավետ կառավարումը հնարավոր է զուտ թիմային կուռ աշխատանքի արդյունքում: Սակայն այս տեսանկյունից ի՞նչ թիմային աշխատանք ակնկալել, երբ դեռ նախընտրական քարոզարշավի մեկնարկին ընդառաջ մենք տեսնում ենք միայն քաղաքապետի թեկնածու, ոչ թե թիմ, ոչ թե ավագանի, այլ ընդամենը անձ: Ընդ որում՝ անգամ քաղաքապետի թեկնածու ձևակերպումը իմաստային հակասության մեջ է մտնում ավագանու ընտրություններ երևույթի հետ:
Վերջապես շատ է խոսվում Երևանի ավագանու ընտրությունը արտահերթ խորհրդարանականից առաջ նախավարժանք դտարկելու մասին: Այս տեսանկյունից առավել ևս գոնե պետք է դրվեն թիմային աշխատանքի սկզբունքներ, հակառակ դեպքում չաշախատող թիմով կառույցը պարտվելու է՝ անկախ հանրային տրամադրություններից:
