«Փաստ» օրաթերթը գրում է.

Հիփոթեքով բնակարան ձեռք բերել պատրաստվող ընտանիքները կարող են մի փոքր շունչ քաշել: Ֆինանսների նախարարությունը որոշել է թեթևացնել երիտասարդ ընտանիքների բեռը՝ բնակարանների ձեռքբերման կանխավճարը սահմանելով 20%, իսկ կանխավճարի ապահովագրության գործիքի կիրառման դեպքում՝ 10%: Սրա վերաբերյալ որոշման նախագիծը օրերս շրջանառության  է դրվել իրավական ակտերի նախագծերի հրապարակման միասնական կայքում և դրա շուրջ քննարկումները կտևեն մինչև սեպտեմբերի 10–ը:

Մասնավորապես, հնարավոր կլինի գնել բնակարան 25 միլիոն դրամ արժեքով Երևան քաղաքում և մարզերում՝ համապատասխանաբար 2% և 4% սուբսիդավորման պայմաններով: Առաջարկվող իրավական ակտի ընդունումը պայմանավորված է բնակարանային պայմանների բարելավման կարիք ունեցող երիտասարդ ընտանիքներին պետական նպատակային ծրագրի հասանել իության բարձրացման անհրաժեշտությամբ:

Ծրագրի շրջանակներում վարկավորմամբ են զբաղվում 19 ֆինանսական կազմակերպություն` 14 բանկ և 5 վարկային կազմակերպություն: Մինչ 2018 թ. հուլիսի 1–ը տրվել է 3 հազար 342 վարկ (1747 վարկ Երևանում, 1595՝ մարզերում), որոնց ընդհանուր պայմանագրային ծավալը կազմել է շուրջ 27 միլիարդ 303 միլիոն դրամ, որից 17 միլիարդ 6 միլիոն դրամ՝ Երևանում, 9 միլիարդ 7 միլիոն՝ մարզերում: Վարկի միջին ժամկետը կազմել է 13,5 տարի, իսկ միջին տոկոսադրույքը` 9,6 %: Ներկայում շատ երիտասարդ ընտանիքներ, ունենալով բնակարան ձեռք բերելու կարիք, ի վիճակի չեն օգտվել գործող հիփոթեքային վարկավորման համակարգից` ձեռք բերվող բնակարանի համար սահմանված կանխավճարի բարձր արժեքի պատճառով:

Որոշման մեջ կատարված փոփոխությունների համաձայն, հիփոթեքային վարկը կարող է տրամադրվել առնվազն 10 տարի մարման ժամկետով, տարեկան առավելագույնը 9,5% տոկոսադրույքով՝ նախկին 10,5–11%–ի փոխարեն: 

Եթե նախկինում թե՛ Երևանի և թե՛ մարզերի համար կանխավճարը կազմում էր բնակարանի արժեքի առնվազն 30%–ը, ապա հիմա կկազմի 20%: Ավելին, եթե մինչ այս ծրագրի շահառու կարող էին լինել այն երիտասարդ ընտանիքները, որտեղ ամուսինների գումարային տարիքը չէր գերազանցում 65–ը, ապա այժմ արդեն սահմանվել է 70:
