Արա Բաբլոյանը շնորհավորական ուղերձ է հղել Հայաստանի անկախության հռչակագրի 28-րդ տարեդարձի առթիվ

1990 թվականի օգոստոսի 23-ին Խորհրդային Հայաստանի 12-րդ գումարման Գերագույն խորհուրդը վավերացրեց մի հիմնարար փաստաթուղթ, որը կրում էր «Հռչակագիր Հայաստանի անկախության մասին» անվանումը:
Նրա տասներկու կետերն ասես սեղմ ու փոքրիկ Սահմանադրությունն էին դեռ չստեղծված հայոց անկախ ու ժողովրդավարական պետականության: Եւ նրա բոլոր դրույթները պիտի սրբորեն պահպանենք, որովհետեւ միայն այդ ճանապարհով ենք պաշտպանելու այն ամենը, որոնք գերակա արժեքներ հռչակելու համար 1988-ին պայքարի ելանք:
Անգամ քսանութ տարի անց դժվար է ասել՝ Հայաստանի անկախության հռչակագիրը մեր քաղաքական մտքի մանկությո՞ւնն էր, թե՞ իրավական մտքի հասունության արտացոլումը:
Հստակ է, որ այն շարունակությունն էր Խորհրդային Հայաստանի 11-րդ գումարման Գերագույն խորհրդի 1988 թվականի նոյեմբերի 24-ի անավարտ մնացած նիստի, երբ խորհրդարանը կեսգիշերն անց հայտարարեց, որ Հայաստանում այսուհետ գործում են միայն Հայկական ԽՍՀ Գերագույն խորհրդի հավանությանն արժանացած օրենքները: Զրահատեխնիկան մտավ Հայաստանի մայրաքաղաք, սակայն խորհրդարանն արդեն վավերացրել էր ժողովրդի կամարտահայտումը:
Օգոստոսի 23-ի հռչակագիրը միաժամանակ կարեւորագույն ուղենիշն ու մեկնակետն էր դեպի 1991 թվականի սեպտեմբերի 21-ը տանող ճանապարհին:
Այն հռչակագիր էր, բայց նրա տասներկու կետերից եւ ոչ մեկը դեկլարատիվ բնույթ չկրեց, այլ մեր պայքարի, զրկանքների ու զոհողությունների շնորհիվ դարձավ իրականություն:
Սիրելի՛ հայրենակիցներ,
օգոստոսի 23-ը մեր տոնացույցում գրված է ոսկյա տառերով եւ դարձել է հայության մի քանի սերունդների երազանքն իրականություն դարձնելու կամքի ու վճռականության խորհրդանիշը:
Տասնամյակներ կհաջորդեն միմյանց, բազմաթիվ օրենքներ կվերախմբագրվեն, փոփոխություններ կկատարվեն նաեւ Հայաստանի Հանրապետության Սահմանադրությունում: Սակայն, ինչպես մենք, այնպես էլ գալիք յուրաքանչյուր սերունդ պարտավոր է պահպանել Հայաստանի անկախության հռչակագրում ձեւակերպված այն իսկապե՛ս ժողովրդավարական ու ազգային արժեքները, խոսքի, մամուլի, խղճի ազատությունը, օրենսդիր, գործադիր եւ դատական իշխանությունների իրավահավասարությունը, որոնք հիմնարար արժեքներ հռչակվեցին 1990 թվականի օգոստոսի 23-ին: Բարին ընդ մեզ այդ ճանապարհին»:
