Մեղրաշատ համայնքի ղեկավարը աշնանացան ցորենի բաշխման գործընթացում մոտ 2 ու կես միլիոն դրամի վնաս է պատճառել պետությանը
SOCIETYՀՀ քննչական կոմիտեի Շիրակի մարզային քննչական վարչության վարույթում քննվող քրեական գործով մեղադրանք է առաջադրվել Մեղրաշատ համայնքի վարչական շրջանի ղեկավարին՝ պաշտոնեական դիրքն օգտագործելով յուրացում կատարելու, պաշտոնեական կեղծիք կատարելու համար։
Շիրակի մարզի Մեղրաշատ համայնքին տրամադրված աշնանացան ցորենի սերմացուի բաշխման գործընթացում առերևույթ չարաշահումների դեպքի առթիվ ՀՀ ՔԿ Շիրակի մարզային քննչական վարչության վարույթում քննվող քրեական գործով փաստական տվյալներ են ձեռք բերվել՝ կատարված յուրացումների վերաբերյալ, պարզվել մեխանիզմը, ենթադրյալ հանցագործություն կատարած անձի ինքնությունը։
Մասնավորապես՝ 1996-2016 թթ. Մեղրաշատ համայնքի ղեկավար է հանդիսացել նույն համայնքի բնակիչ Վ.Սաղաթելյանը, ով 2016 թվականի հոկտեմբերից հանդիսանում է Մեղրաշատ համայնքի վարչական շրջանի ղեկավար։ Վերջինս, լինելով պաշտոնատար անձ, օժտված է եղել կազմակերպական-տնօրինչական գործառույթներով և պատասխանատվություն կրել ֆինանսական գործառնությունների ճշգրիտ և օրենքին համապատասխան կատարելու համար։
Նախնական քննության տվյալներով՝ աշնանացան ցորենի բաշխման գործընթացում Մեղրաշատ համայնքի բնակիչներին հասանելիք սերմացուն առերևույթ հափշտակելու մտադրությամբ համայնքի ղեկավարը 2012-2016թթ. մի շարք շահառուների տվյալները ձևականորեն ներառել է պետական աջակցության ծրագրի շրջանակներում տրամադրվող աշնանացան ցորենի սերմացուի բաշխման ցուցակում, սակայն նրանց անվամբ դուրս գրված սերմացուն վերջիններիս չի հատկացվել, այլ հափշտակվել է։ Պատճառված վնասը, նախնական հաշվարկներով, գնահատվել է 2.688.000 ՀՀ դրամ։
Սերմացու ցորենի հափշտակության հանգամանքը թաքցնելու շահադիտական դրդումներից ելնելով՝ կազմվել և համայնքապետարանի կնիքով հաստատվել է պաշտոնեական փաստաթուղթ հանդիսացող աշնանացան ցորենի առաջին վերարտադրության սերմացուի բովանդակությամբ կեղծ բաշխացուցակներ և դրանք հանձնվել Շիրակի մարզպետարանին:
